Inc. for Material Ttsling Senices
This report requests !bat Council authorize the Mayor 10 execute Amendmeru No.3 10 the
agreement with Quality Assu!'ance Engineering Inc. (doing busme.s as Consolidated
Engineering Laboratories) for SJlOCiai inspection, material testing and cOllStrUCoon
inspection.

(Attacbment " A"). Tbe amendmenl wm eJ<lend the term of the agreememlo July 26,
1991, decrease the amount payable by $22,969 and modify the scope 0( the agreement.

EXECIi1JYE SUMMARY
Council approved the initial agreemem with Consolidated Engineering on July 26, 1993
(CAR 404:93). retaining their services for materials IeSting and inspection on various
capital improvement pl"ojeclS. CoosoIidated Engineering was one 0( seven qualifi<:d firms
who submitted proposals for this services agreement. All proposals were reviewed in
accordance with the City's procedures for coosultml selection. CoosC>Iidated Engineering
was selected because 0( their breadth of testing and inspection services, and cornpeoove
pricing. The performance by this fum 00 • variety of capl!allmpl"ovemcm projects has

AroendmenI Ni>. 1 was approved on December 13, 1993 (CMR 609:93) and provided for
increased funding and additional services on the California Avenue Parking Structure
Improvemen!! CIP 119213. Amendment No. 2 was also apProved on December 13, 1993
(610:93) and provided for increased fund"mg and additiooaJ seJVices 00 the Civic Cenler
Buildoot CIP #'20213.
PropooeC! Amendment No.3 modifies the scope of the agreement 10 I) change
encumbered amoutIIa 00 existing projects, 2) atsellCUmber completed projects, 3) include
new projects which are 10 be funded within the 1995--96 CIP and operating budgets, 4)

agreement.
The services provided by Ihis amendmetll are required in order 10 ensure standard qual ity
control for capital imprOVemenI projects and 10 comply with the provisions Of the
Municipal Code and tile Stite of California Uniform Building Code. Examples of projects
requiring these services include the Public Buildings and Structural Repair CIP. the
Americans With Disal>ilities Act CIP and misceUaneoos tr~nch IeSting. A complete list of

The amount payable within the amendmelll has been reduced because the level of services
required for the original agreemetll was leB. than previously estimated. Also, the
agreement has been extended Ihroogh the 1995--96 and 1996-97 fiscal years 10 cover CIP
projects funded during Ihis lime period. No further extensions 10 the agreetnelll will be
made.

Funds bave been approprialed in the specific capiul improvemetll projects and operating
budgets. Fnnding for the last year of the agreement is subject to Council approval of the
fiscal year 1996-97 budgeL
