Since the C'JIISIL1tan! cootrac! for Phase I of the School C«nmute Safely Study ~Jl exceed
$25,000, the City's procedures for selection cf a professional consultanl require that a
report be placed on the consent calendar transmitting the Request for Proposals and
recommending referral to a Council standing committee.
RECOMMENDATIONS
Staff recommends !hat Council refer the attached scope of work for the request for
proposals fOe the Citywide School Commute Safety Study to the Policy and Services
Commil!ee for their review and comment.
C-Ollncil may also consider the follo"ing optional courses of action: (a) rererral to the
Fmance Committee, (b) rellnl to the full Council for approval of the RFP scope of work,
or (e ) express 00 interest in re-'ewing the scope of work
POLICY IMPLICATIONS
The recommendation oflhis report is coosis!ent with Comprehensive Plan Transportation
Program 31; "Make improvements in pedestrian and bicycle safety to make it easier for
students to gel to school as travel patterns changes becanse of school closures."
EXECUflVE SUMMARY
On March 6, 1995, the City Council authorized staff to proceed with a two-phase
comprehensive Citywide School Commute Safety study and approved a Budget

Issues. (2) Field Data Collection and Analysis, (3) Evaluation of Ahernative Solutions
and (4) Development of Recomlller.dations/F~"al Report. llowever, the woc!.: program

approach. integrating expertise in traditional traffic engineering and transportation

These recommendations might include physical improvements on the public streets and

In 1991. the City Council authorized. focused study of the two primary commute
c:orricIors from the Barron Pall< neigbborhood I<> I. L Stanford Middle School
C'MeadoWICharle!llOD School Commute C<Krido< StOOy~). n,., study was completed in
Maret. 1993 and Council directed staff 10 pursue. ra.'l8e of improvements in.:luding •
new Iraff", signal at the Stanford Middle School driveway, signal timing and pha5ing
improvements at several intersections along State Route 82 (EI Camino Real), bike route
and pedestrian facilily improvements, additional adult crossing guMd installations, and
feasibility!l\Udy ofpedestriar>lbicycle grBde separations lillie railroad crossings.
Since the complefiQn of the Meadow!Charleston study, the City has conducted • localized
study of access to Gunn High School along Arastradero Road. This was a precurso.-10 •
fmther study of parking and on-site circulation "" the school campus by 111<: Palo Alto
Unified School District. Improvements implemented in response 10 these two studies
included signal timing changes al the Arastnodero Road/GUIlD Higb traffic signal and
redesign oflhe vehicle and bus drop off and parl<ing areas and IIIe bicycle circulation on
the campus.
In 1994, the PAUSD also conducted. rollsllllan! study of on-site pedestrian, bicycle and
vehicle circulation and parl<ing improvements fil four odltt schools, resulting in
improvem.Cilts that have been implemented to reduce pedestrian, bicycle and vehick
cooflicts on campus.
Lastly. during the past year, the Traffic Task Force. an ad hoc committee of the
CilylSchool Traffic Safely Conuniltee. cooducled a !I\Udy of school commute choices at

TASK I Identification oflssnes
This is a aitkal stage of the project which must be completed wi!hir. the last two weeks
of September and first week of Oclober 1995, i!I order for the consultant 10 identilY

1.1 The representatives of the consultant team will meet with representatives of each
school within the study area 10 inform them of the study prace" and solicit input on
their specifie eoo<:erns and ""boo! commute issu< S, existing safety eduation
programs and .eIi vities in place at the school, and their expectations relative 10 the
study cu!put. The meeting should include, 115 • minimum, the Sebool. principal, PTA
president and traffic safety representatives, but could be • larger forum open 10 aD
parents, at the diS<re1ioo of the scbool administrator. City staff will assist in
azranging the time and place of1hese meetings, in order 10 expedite ~process of
infonna6on gathering, given the tight time line for Task I.
City staffbas solicited preliminary input from the schools regarding the issnes they
have identified to date. Attachment __ contains the C<XTespondence received from
some, but not aD of the schools. Since receipt of a.e.e klters, some of the issnes
have beeR resolved thr()ugh the recent studies undertaken by the City and PAUSD as
indicated in the Bacl.:ground section of this Request for Proposals. The consultant
should expect thai the schools, which previonsly submitted. Ii>! of isones, will need
