This report requests tbat CounC>l approve the Police Department" s continued participatinn in
the CAL-ID auto!DJ!l«l fingerprint system. Funding has bee. included in the proposed 1995-96
Portee Department budget

EXECUTIVE SUMMARY
On January I. 1986, Se""'" Bill 190 provided for implemen!aticn of. State..ooe automated
finge:prinl system that could be =-d by local law enforcement agencies. This bill
appropriated $,,000,000 10 the Departmelll of Justice fOr the purchase of equipment and
senices to create this Statewide system. The bill also provided procedures fOr Iocsl
government 10 IeCcive equipment based upon a sharing of costs with the State. Th. State paid

systems are !be responsibiliiy of local government
To be efigible to participate in this Statewide program and 10 receive the 10 percent matching

WHEREAS.. the County and the In.corporated Cities entered
into an agreement dated April 26 1 19S5 .. ent.itled -AGREEMENT TO
PRO'IIDB LOCAL LAW ENFORCEMEI.1T AGENCY ACCESS TO THS CALIFORNIA
IDENTIFlCA~ON SYSTEM-(hereinafter -Original Agreement-). in order
to fund, implement L.~ operate a local automated fingerprint.
identification system (hereinafter -Local ID System l ), which Yill
provide local law enfo~cement agencies with direct access to the
california Identification Sysc.em (hereinafter -CAL-IO System-)
through the use ~ local r~e access network equi~ent thereinaf
te~ -Local RAN ~ipment·l; and
lr~EREAS, the County and th~ Incorporated Cities desire to
continue the Original Agreement and to modify its t.errttS with
respect to the financia~ contributions ~hich the County and the
Incorporated Cities will each make to the City of San Jose in order
to :i!rlplement: and operate the Local IO System and to extend the term
of the Agreement for a~her year.

SECTION 2w The City Manager is authorized to send to the
City of San Jcse·s Finance Departmen~ the City of Pa~o Alto's check
in the amount of Thirty-Three Thousand Nine li' .. Indred Ninet-y-Nine
Dollars ($33 .. S99wOO) for the Local 1D system .. vhich is the City of
Palo Alt-oYe financial contribution to the operating budget for
fiscal year 1935-96 fer the Loca1 ID System.
SBCTIQN l~ The Council fiLds that this is not a project
under the california Environmental Quality Act and.. therefore. no
environmental impact assessment is necessary.
