REOUEST
This report presents the map of the project area, introduces the ordinance esta1:>lis~ing the
project area as Underground Utility District No. 36, and recommend5 .dc'1>lion of the
ordinance.
RECOM!IlENDATIONS
Staff recommends that Council adopt the attached Ordinance 10 create the Underground
Uo1ity District No. 36 and thereby amend Section 12.16.02, "fChapter 12.16 of Title 12,
of the Palo Alto Municipal Code.
POLICY IMPLICATIONS
This l"oject does not represent an} change 10 existing policies.
EXECUTIVE SUMJIlARY
At its meeting of Marcb 13, 1995, tile Council passed Resolution of Intent No. 7487 to
establisb Underground UtIlity District No. 36. The Council meeting of June 5, 1995, has
been set as the date o.{ the Publk: Hearing: on the rnatteL Notices announcing the meeting,.

This underground project will result in the removal of 88 poles and provide underground
service 10 11 t commerci.1 and light i.">dustria! properties. The majority of1he poles in 1he
",ea are along rear lot easements with limited access. C<>mpletion of this project .. ill
climina:. overhead distribution lines in an area bordered by existing underground districts.
This means higher reliability, increa.<ed safety due to elimination of poles in t.'1e rear of
properties and impr9"ed aes!betics.
If an Underground Ulm!)' District is created, the UtHities Department will prepare bids lOr
installation of the underground substructure (conduits, vaults and boxes), as a joint
construction project. Upon completion of substructure installation, the 1JI!1ity Mil install
the d'1SIribution cables, translOrmers and switches, After the cables are tested and
energized, all affected property owners M11 be notified that they bave 60 days 10 prepare
theu-buildings lOr, and complete conne<:600 to, the new system. As soon as !be new
connections are completed, Utility crews will remove the overhead power lines from Ibe
poles, and finally,1he \elephane company will remove the remolning overhead fa<:mties
and poles.
Financing
The eslimated cost of converting the overhead distribution system 10 underground in Ibe
project area is SI,800,000, ofwhich an estimated $800,000 ",,11 be lOr the installation of
\e1ephone and CATV conduit andhoxes. The Cil), "ill be reimbursed by Pacitk Bell and
Cable Co-op lOr this e"l"'ndirure, in accordance "ith an agreement between these parties.
Total co;t of this project is included in fiscal year> 1994-95 and proposed 1995-96 Capital
IIJ'.pI'ovement Programs_
The cost of the 'equ Ired service cooversions on private property is lO be borne by the
io..liyjdnal owners in accordance with UtIlity Role and Regulation No. I~. The total cost
lOr an the property o-..-ners requiring service conversion from o\'erhead 10 underground has
been estimated at 5425.000. The property o"ners have been offered the option of
financing their service conversion costs over a period o.f ten years in accordance , .. ith the
procedure given in Sections !2.16.090 through 12.16,096 of!be Palo Alto Municipal Code.

respective conduit and boxes and foe their share of the trench and back.fill, b.sed
upon the trench area required by each utility.
3. The Council finds undergrounding the project area !O be of general pobfu: interest
and benefit. The construction work on the distnbution system, therefore, ",ill be
done at the expense of the utilities involved; and no part of the ai5lnbution cost will
be ~d"1o the affected property owners. Therefore, the only cost 10 the
property o'>tOers will be that of replacing the overhead service equipment on their
bUl1amgs with underground services. Property owners will be offered the option
of financing their se"ice cooversKlns under Section 12.16.091 of the Muruclpal
Code and, in effi:ct, borrowing from the City and hav'dlg theic repayment costs
added !O their tax bills over a period of ten ye"" and at .:." interest rate speciJkd
by the Council
