with Escom Software Services. Ltd. to purcha.'\e a license to use Class. Regi~tn\tion and
Facility Scheduling Software in an amount not to exceed $32,000 including sales tax,
ttaiJling and estimaterl travel expenses,

EXEC!lTIVE SUMMARY
During the summer of 1993, Information Resources Director discussed with other N armern
California cities the tea:.ibilily of joining together to design, develop and deploy infonnation
technolog)'; and c<lUectively .greed to work together to conduct a pilot l'roje"" Class
registration and f.ciliry scheduling was selected as the group's pilol project.
The grOilp working with 'e<--rearion staff from all six cities devel"!A'd a Request for
InfO!'l!1ation and di"tributed it to eight software vendors. The vendor responses were
reviewed a..'ld evaluated. Four companies wen~ invit.ed. tc gi"i~ fcMflOil presentations, aoo
two were invited back to give a c.omprehensivc full day review of their product and
partidpate in a question and am.;.wer session.

At the end of the process, the citi", unanimously agreed thai Bseom Software Services, Ltd,
w.s cleOId)' the vendor of choice and mel or exceeded the requirement of each cily involved,

inefficien<:ies, duplication of effort, arod increase revenue, 'The system is designed 10
communicate with des\top publishing software, office aulomation and financial systems that
roduco repetitive data entry and produce faster results. A major component of Ihe system
i'i its ability to support: interactive voice registration that allows the publk .access to register
directly via the te!ephane in programs 24 hours a da)" seven days a week, As explsined in
