The slwly findings indicate that safety.OO speeding concerns, within the study area, an not unusual for comparable 5tfC'.ets within Palo Aho. However, the findings also suggest that lhere is a substantial amount of cut through traffic within the neighborhood, and that the potential for mitigating through traffic on some of the SLreels most affe.cted does exist. From a larger set of inilial alternatives, the study process evolved to the following four: AlIemative III Aliemativ, 113 Altern alive 114 Install traffic road bumps and (lLher calming devices (circles, chokers); limit morning turns en Univt!Ts:ity at Guinda and Fl1iton; and add a second wes.tbound lane 0(1 University ncar Middlefield. lm;tall a divener at Scnc(,;~ and Palo Alto A..,.~nl1e; inqaJJ trafti.c calming dev!ces; limit morniJl.~ turn') on University at Guinda ~r.d Fulton; ~".m1 add a ~,ec:)nd wr,;;bnund J8ne on Univt"r:;ity n~ar Midd!efield. Data obLtined in early November 1993~ prior to implementation of the mitigation measures, jndicated tnlftic volumes across Lhe bridge to be 3,550 vehicles per day. To assess JXJtential impacis to traffic from the mitigatio~ measures (severaJ months after implementation), traffic volumes were measured in April 1994, Data reflected traffic volume at 3 ,6(X} vehicles per d~y.
