In September 1991, COWlCil approved anag!telllent with CH2M Hm, Inc. for lhe preparation
of the Storm Dr.a.in Master Plan (CMR:407:91), Scaff presemed tn.:-results of !:he Master
Plan at a Council study session on March 7, 1994 (CMll.:l84:94) and at uu: Finance
Committee meeting on May 10, 1994 (CMR:263:94).
The Master Plan identifies the pipeline improvements needed to enable the O!':w:;s[ing storm
drainage syslem to convey nmoff from a len-ye.ar S.h .. fIT! Th' ~.lJ.ster ?~an's.
recommendations are based upon the proje(:[ioIL'" of a tbeoretiC21 computer mtxld w01ch
simula~ rainfall evenu;, flUlOff partems, and the perforrn.mc.e of t.P~ existing drainage

system. Input to the medel includes historical rainfall dat.1, land usc patterns, estimates of
impervious area, a-'Id the physical dWlIcteristios (diameter, slope, confLguration, etc.) of ~'1e
City's storm drain network.
The attached amendment provides ft.r calibration of the computer mode I so that proje<: ted
storm water flows to actual flows can be compared (0 Jl'ruai flows measured durlog s.J.onn
events. Calibration of tIle model wlil allow stllff to adjust the sc.ope of the recommerMd
drainage improvements, prior to design and conscruction of actual projects, Refmement of
project scope cIuring the planning stage will result in more cost-effecti"e usc of funds during
the design and construction stages, with project COSt savings poc.:ncially offsetting the costs
ineum<! for model calibration. Over !he ""xl severaJ months. staff will simultaneously
conduct public outreach to ctelermine the ievel of commlJruty interest m storm drain
improvements. Staff will utilize the knowledge gained from l~e model calibration. togetl,er

projeets for fiscal years 1994·95 through 19%-97. Storm drain mood calibration is or", of
the projects to be timded with the bond ptoceeds. In acco,dance with federal taX law,
Council adoption of the attaChed Resolution of Reimburs<ment (Attachment 2) lS required,
in order to penni! the City to be reimbursed for expenditures related t:J stoml drnln model
calibration or other fiscal year 1994-95 storm drain cap ltal improvement pro j eets lncurred
prior. to issuance of the bonds. By adopting !his resolution, COIlocll is !JOt obligating the Cit)'
to complete any particulaI storm drain capital improvement projects oor to issue the bonds.
FISCAL IMPACT
Funds for stonn drain model calibration haw been budgeted in CIP 47702, Collection System
Improvements .

Storm drain model calibration is not a project for pu;poses of the Californb En\'irnnmen~l

The Council of the City of Palo Alto does RESOLVE as follows:
SECTION .L.. The Ci ty proposes to undertake the Project
referenced below. to issue debt for the Project and to use a
portion of the proceeds ot" such debt to reimburse expenditul:es
made for the Project prior to the issuance of the debt" .
