Water Resoorces Control Board (SWRCB) Water Quality Plans, and the San Francisco

Eight requests for proposals were mailed out and !W() responses were receiVed. More
proposals were no( received because of the higbly specialized nature of the work. Very
few individuals bave the experience necesS&l)' 10 assist the City throogh the reevaluation
of the water quality standards and application of !bose standards 10 Palo Alto. Har<fmg
Lawson Associates and Montgomery-Watson were ilie two firms subnritting proposals.
The Moorgomery-Watson team bad substantiaIly greater e:<perience and more r=DI direct
experieoce in the required areas 0( e:<pertise.
The project =or estimated by Moorgomery-Watsoo ($;82,200) was substancialiy greater
th2n tb3testimated by HarIfUlg Lawson ($86,141). However, the agreement is structured
on a "time and materIals" basis, due 10 the assistance nature of the agreement. TherelOre,
the estimates do no( reflect actual c<>SIS. The boorly rates of the consultants are
comparable. Actual project = are expected 10 be lower 1'<>< Moolgomery-Watson (m
spite of the estimate), because of their greater e:<perience and associated lower cost .. II)

professional qualifications to furnish the services described under
this AgreemeL.t. _ As evidence thereof ~ CONTRACTOR warrants that one
or more members of el%9loyees of the firm are licensed by the State
of {:alifcrnia and t.hat the services to be provided under thi.s
Agreement will be performed by them or under their supervision.
CONTRACI'OR states that it is aware of tbe requiremen.ts of
t.he federal Americans with Disabilities Act of 1990. and the
Government Code and the Health and Safety COCl:e of the St.ate of
california. relating to access to public buildings and
accommodations for disabled p€rsons .. and relating to facilities for
disabled-person8~ CONTRACI'OR. shall comply with or ensure by its

Certificates of su~h insurance" preferably on the forms
provided by CITY" shall be filed with CITY concurrently with the

the approval of tbe Risk Manager and shall contain an endorsement
stating t.hat. the insura.nce Is primary .coverage and will not. be
cancell~d or altered by the insurer exce~ after filing with the
City Clerk thirty (30) daye' prior written nocice of su~h
