RECOllfMENDA nONS
Staffw.::ommends that Council adopt the attached resotution to eslabli."h four parking zones
in the downtoMl area and prohibit reparki.ng after the time limit expires ill each zone in

POLICY IIIfPLICA nONS
Existing City ordinances and resolutions provide for time-restricted parking in the dov.ntoVl'l1
arealimit<d to30-minutes, two-and three-hours on-street and in City lots. Currently, ther<
is nothing Ie prohihit pe<>ple from parting i.~ an on-street space for two hours, and then
moving their vehicle to an adjill:ent parking 'pace and parking for another two hours. The
proposed resolution would divide the downtown area into feur zones and would prohibit
repa.':king within eacIt particuJar zone for more than the time allowed for parhng by the
signs.
EXECUTIVE SUllfMARY
As part of the ccmprehensive downtown parking pJan developed m cooperntion With the Palo
Alto Chambe-r of Commerce, staff recommended the idea ofa "sleeper parking ordinance"
to address the monopolization of :some of ihe most convenit:flt parking; spacc:-~ in the
downtown area. On January 24, 1994, Council approved the skepel parking approach iII

be !he appropriate iegislative vehicle to use in this situation to allow for enforcement of the
new restrictions.
Elemrnts of the Resolution
Since Council provided conceptual approval, staff has worked with the Chamber', parking
SlIbcommittee in the development of a sleeper parking program.
Under the proposed program, the downtown area would be divided into four zones delines.ted
by colors (purple, coral. lime and blue) as depicted on the attached map (Exhibil I). The
zones would include all time-limited on-street and off-streel (City parking lots) parking
spaces. Dri=s would be allowed 10 park in a zone for nol more than two hours (the Ci,;c
u.m.:r garage and Webster/Cowper garage would he the only exceptions and would retain
:heir three-hour designation), Mondays through Fridays, belween 8 a.m. and 5 p.m. (hoi idays
excepted). Drivers would be allowed to park in each zone for two hours, but not repark in
the ss .. ne zone beyond the t\\'o·hour limit,

The e-vlor of certain designated tr.ufic regulation and parking signs is ma."'ldated by both
Federal and State Inanuals on wUf-onn control devices. Colors sucb as red, gr~~n. bro':wt. etc.
have been designated for various sign classifications. Four et.her colors--purple, light blue,
coral and strong yeUow-green--have been rcsen'ed as suitable for future use by the Federal
Highway Administration. Also, these colors arc the only choices in rdlective material
available from sign manufacturers. Therefore, the four colors were selected. Additionally,
staffchose these colors for their visuai effects and a desire for a unique downtovm identity.
The parking signs mil be white with a different colored lettering (Exhibit 2).
As part of the parlJngplan, the names of the parking lots of the downto"TI area have been
changed from letter designations (e.g., Lot K, Lot Q) to location designations (e.g, Lot A -
EmersonlLytton Lot). This change is being made to make it easier for visilors to locale
parlring lots.
Enforcement
The attached resolution inc1u~es an eflective date of February 13. 1995. Following COWlcil
approval, City staff and the Chamber of Commerce will finalize 'he eoneaponal brochure,
conduct training ,5.~ss:ions for dO',.\'Ilto\vn employers and employees, and purchase and ill~tail
the appropriate signs. Information about the resolution, alternative modes of transportation,
and the awilability of other parking facilities will be pro\;ded during tlIe training sessions.
