The Utilities Department has rootracled sewer late",1 cleaning fer over fIVe years. The
proposed cootrac1o<. Sure Flow. Inc , DBA Rot" Roo:'r, held the COIlIract from FY 1989-
90 10 FY 1992-93. In FY 1991-94, the coottacI was again opene<llo blds, and another
contraclOr was sele<:ted. However. e.q>erience with that COIltra..."lo< "'as DO( fully
satisfac!o<y. and the City elected DO( 10 renew_An Invitation For BHls was issued b the
FY 1994-95 contract year, and RoW ROOIer was selected. Roro Rooter's bid for FY 1994-
