1994. in an infonnaliooal CMR (CMR:445:94). Of the 29 RFPs that were sent out, staff
received 11 =ponses. Based upOII an evalu.tion by • Ie.m consisting of six staff
members representing multiple City departments. staff recommends that The ICT Group
be retained '" perform Ihc study. The Utilities Advisory Commission (UAC) approved
Slafi's coosuItan! selecOOn 00 MarcIt I, 1995 and approved staff's recommendation 10 sign
an agreement with The ICT Group.
The study bas been designed 10 be performed in five phases 10 COfIlrol Ihc amount of

AMENDING THE EllDGET FOR THE FISCAL YEAR 199{-9~
TO PROVIDE FUND!NG FOR A TELECOMML~ICAT!ONS FEASIBILITY S~v'D'!
lIIHEREAS, pursuant. to t.he provl.sl.ons cf Section 12 of Article
III of the Charter of the City of Palo Alto, th~ Council on June
20, 1394 did adopt a budget for fiscal year 199'-95; and
WHEREAS. the City of Palo Alto recognizes that the
deregulation cf tli!lecommunications industry poses :lew challenges to
local government; and
WHEREAS, the City of palo Alto recognizes the oeed to
esta.blish a City of palo Alto telecommunications strategy to
respond to the challenges of deregulation and deliver the maY~mum
benefit to th~ citizens. businesses I and other institutions of Palo
Aito; and
WHEREAS... the City COUl'l<:il
information necessary for
telecommunications strategy; and
requires a study
establishing
t.o obtain the
a reasOned
iftiEREAS ... the cost. of the '!'elecomnnmicatiOD.s Feasibility Study
is estimated to be $115,100; and
WHEREAS, the Electric Fund will benefit from ~ential
telecommunications advan~es that c~~ld arise from thes~ efforts;
and is therefore putting up tbe funds for this study; and
WHEP~. the Council intends that the Electric Utility Rate
Stabilirati.on Reserve will be reimbursed if future revenues are
derived from ~ty telecomrr.unicatiO£,s activities.
NOV, THEREFORE, the Council of the Cit.y of Palo ~.lto does

SECtION 1. 'the sum of One Bundred Thirty Five Tno-.lsand One

Utility Ra.te Stabilizatio:l R,eaerve tc the Resources Pla:-J.!ling
Division for Contract Services~
