as a citywide Teen Center. This use would be shared with !he Senior Coordinating Council
(sec) for up to fifteen moolhs (see AIIlIcIunent I). when !he sec would relocale 10 another
location.
RECOMMENDATIONS
Staff recommends that Council approve the use of 425 &yanl Street as a Teen Cen!er and
autborize the Mayor 10 approve !he Budget Amendment Ordi:lance <:ontaiued in
CMR:220:9S. and increase the Capitallmprovernent Program (eIP) Project 118508 budget

CouneiJ enacted I teeD curfew in Septenlbcr of 1994. At that time. !he Youth Council
pe6tioned Ihe City Council and !he Human Relations Ccmmission 10 address the cootinuing
Deed 10 develop a safe p1ace foe youth 10 congregate and socialize. In 1992. 1993 and 1994.
the youtll Council met with !he SoinI City-&:hooI Liaison CommitlU. At !he lop of the

{A!IachmI!nt 2}, and held. Pubfu: J-karing I<l develop I Teen Cenler Proposal (Attachment
3). The prop<>sed activities are:

• Counseling opportunities
• Area for reading and homeworl<
The youlh desire • ~ 10 sit, drinlr!eat and relax with their friends. Tables and chairs could
he set lip in the long room on !he north .ide of the building. A variety of easy-to-prepore
food and noa-alcobolic beverages woold be """'lable. This might include Va:1ollS types ol
coffee. soft drinks and juices. fruit. san<J,.lches and other microwav •• ble food.

The Toea Center would be open Tuesday thtO'.Jgb. Su..'1day. fifty weeks I year. for ~ hours
weekly. The Cenler would be open Tuesda"j through Thursday 6:00 p.m. to 10:00 p.rn.;
Friday 6:00p.m. to midnig/>t; Saturday 1:00 p.rn. I<l midnigl-.t and Sunday 1:00 p.m. to &:00
p.m .. The Toea Cenler would be closed Mondays (see Attachmenl4).
II is expected 1hat sec would use the building until S:OO p.m. 00 !he weekdays, and would
not use the building on weel<ends. This scbedule WIll allow an hour betweeu uses on !he
weel<days, providing cleanup and setup time.
