The revisions to the TOR program have been JiltpOled in resp<iDse to CiIy Cooncil direction on December 12, 1994, that the lOR program be streamlined to make it m<J<'e useable while leaving Ibe existing limits on development projects in piau, REQ)MMENDATIONS Staff recommends that tl!e City Council: I. Approve the atla<:bed negative dedardtioo; 2. Approve the attache<! resolution amending the Comprehensive Plan; mel l. Approve the attached ordinance amending Section 18.49.060 mel adding Sectioo I U 7 to 1he Zoning Ordinance.
