7. No Obligation. By this Agreement the Prospective Memb<!r gains no
right to join NCP A and NCP A and its members undertake no obligation to
permit the l'rospe<:tive Member to join NCP A. Admission to rnembershi I' in
NCPA ~y execution of the NCPA Joint Powers Agreement shall be subject to
futuro terms and conditions upon which the parties ,hall mutually agree
upon the end of the !er.1n oi this Agreement.
