ftJm! landscape improyentcnts at t'tte Hansen Way SubstatiCrn This 2ctlon willlncr\!ase
the Electric Fund, S\lb~1.ation racHity lmpny,lemenl'i, Capital Improvement Program in
the amount of$30,000. La..,rucape impro';ements have been added to the scope of work
for CIP Project Number 8944 (Exhibit 'D" is attached). This report also requests, with
approval of this additional fimding, that COl!llcil approve and authorize the Ma),or to
execute a contract ",ith B & B Landscape Contractors, Inc. in to. amount of $56,700
to hnprove the land.'caping al Hansen Way Substation. Tbis includes a new redwood
fence to mask the chain link fence on the c-&t ~ide of the Han .. <;en Way Substation,

2) Authorize the Mayor to execute the attached contract with B & B Landscape
Conlral:tors, Inc, in the amount of$56,700 for the landscaping improvements and fence
work;
3) Authorize the City Manager or her designee to negoti ... and execute one or more
change orders to tie contract to CC'lVeT additional related but l,.lI1foreseen work which may
develop during the proje<:t. 'The value of these change orders shalJ not exceed $5,700.

Bid requests were mailed to five contractors. Three bids \vere. received on October II,
1994 (Bid Summary Sheet b'hibit 'B" is attaChed). Based on the low bid, relevant work
txpenence, a.nd 8 rt:virn' of referen~es, staff recorruneou.s that the contract be awarded
to B & B Wodscape Con=ors, Inc.
FISCAL IMPACT.
The ~ budget in !he FY 1994-95 Electric Fund, Substation Facility Improvements,
Capital ImJlfO\'ClDCIlt Program in the "",aunt of S90,OOO is for a few relatively small
pro}ccts. The <OS! of the iaDdsaping at Hansetl Way Substation was nol originally
included in !he budge!, The funds are now not sufficient to provide funding for thi,
l"0ject 8.' p\l!Uled in the original work scheduied. Accordingly, an appropriation of
5)0,000 from the El""tric Ra:e Stabilization Reserve is nee<led to fund this project.
ENVIRONMENTAL ASSESSMENT
This projoct is found to be categorically excepl from the California Environmental
Quality Act under Section \ 53!}\ of lhe CEQA Gu'delines.

ORDAIN as follows:
SEW'ION 1. The Bum of Thirty Thousand Dollars ($30,000) is
hereby appropriated to Cap1tal Improvement Progra:c. Project Nu':r'.De::
8944, ·Substation Facility Improvements, ~ and the Electric Rate
Stabilization Reserve is correspondingly reduc-ed, This
appropriation increases Project 8944 from $90,000 to $120.000.
SECTION 2. This transaction will reduce the Electric Rate
Stabilization ReBer~e from $28,668,000 to $28,6)~,OOO as of June
30, 1954,
SELDON 3. As specified in Section 2.28.080 ia) of the Palo
Alto fot'oJ,ni.cipal Code, a two-thirds vote of t.he City Council is
required to adopt this ordinance.
SECTTON 4. This project has b.een c.ete-rr;-,ined to be
categorically exempt under Sect. i en E<HJ;: of the Cal i fornia
Environmental Quality Act.
