Ten ~1ate ballot measures, or propositions, will appoar on the ballot for the November 8,
1994 general election. Five of these qualified for tile ballot .. a result of initiative polition,
The remaining five were placed on the ballot by the State Legislature,

This le~ measure provides for the third of three SI billion general obligation bond
issueo to fund the acquisition of rights-of-way, capital expenditures and rolling stock for
intercity rail, commuter ml, and rail transit programs. The first Sl billion bond measure
(Proposition 108) "..., appruvod by the voters in June 1990; the second (proposition 156) was
"'jeded by the voters in November 1992. The Palo Alto City Council supporte<l Proposition
108; the Council took no po.:.itiQns on the 1992 b:tllot measures. As.semblyman Jim Costa,
who introduced the origin3! 1egislaticn in i989 thal provided for these bond meas:ures to be
pta(;ed on the ballot. was unsuccessful this. past session in enacting legislation which would
!la .•• deferred the 1994 ballet me",u," to 1996 when the political and economic climate might

At the request of the 'Coalition for. Healthy California', the Council adopted Resolution
7301 on April 4, 1994, opposing the initlaove statute known as the California Unifonn
Tobacco Control Act. Sponsored by Philip Morris, the initiative would supercede state
legislation recently enacted (AD 13, Chapter 310, Statutes of 1994) that the City lobbied long
and hard for and would preempt localities frem enacting laws more rest..-ictive than
Proposition 188.
The Council has already announcfd its opposition to Proposition 188.
This iegisla!ive constitutional amendment would pennil the .:ourts to deny bail for felony
sex.ual assaui[ offenses.

This legislative constitutional amendment chaoges the composition of the commission and
makes a number of change, to the proceduru for <Iisciplining judges. The inten! is 10
increase the public's role in the judicial disciplinary system. Opponents contend it will
