RECO~ENDATIONS Staff recommends that CouIlCiI adopt the &ttached Budget Amendment Ordinance (Altacbmenl: 1) transferring a \OOlI of $9,000 froID the City's Street Improvement Fund to aP No. 19212. in order to provide sufficient funds to prepare the fmal engineerillg plans and specifications for the Bryant/Addison Traffic Circle. POLIcy IMPLlCA nONS Council has already approved the installation of a permanent traffi<: circle at the BryantlAddisoo intersection. Traffic circles are one of several measures that are avaIlable roc neighbo<'bood traffic management The Public Works Department has expressed !he legitimate concern that !his proje<t, like other similar traffic management de>ices, cootinues 10 incrementally a<'..d to the regularly­ required need for maintenan~e without any concomitant budget adjustmeot for maintenance and landscaping. In additioo, maintenance of the circle may require services that are not included with current staff (e.g. !rick mason) or for which funding is not aVailable in the Publics Works Budget. The most likely identifiable need is the storm dcain S)'stem. which may be replaad within the ne'" five to ten year time period, EXECUTIVE SUMMARY Backeroond InSep!ernber 1994 (CMR:436~4; Sept=ber 19, J994),the City Council approved a staff recommendalion to retain the teI11jXlfary traffic circle at the Bryantl Addison intersection and directed staff 10 proceed "ith the design and illstallation of a pennanent traffic circle, with the understanding that it was to be done with the involvement of the neighbors and should reflect the bistorK nature 0{ ibe neighbo.-hood. The traffic circle is one element «the Bryant Street Bicycle Bouleva,-d Extension Project which W2S implemented in the fall 0{ 1992. The September 1994 staffrepon indicated tint a conceptual-level cos! estimate for an irrigated. landscaped circle is approximately $25,000 to S30,OOO. Therefore, an urban design consultant -Greg Turg of Freedman, Tung and Bott<>mJey - was hired, at a COS! of$1 O,OOt\ to develop the CO!lC<>ptual design for the permanent circle that would echance and complement the historic aspect of the neighborhood. Concept Plan The coooepruat design devel<lpment work h .. proceeded through several iterations of al~.ernatives and variations and included the involvement of the neighborhood working group as wen as an opportunity for broader neighborhood input; review by l:>oth the Historic Resources Board (HRB) and the Ardlitechtual Re"';ew Board (ARB); and re"';ew by affected City departments The initial concept plan (estimated 1<> cost $50,(00) was subsequently modified to address. to the extent possible, specific feat'JJe5 that raised concerns duri.'1g the review process, as wen as 10 reduce the overall cost. The final coneept plan, as de><:nbed and iIIustraled in Attachment 2, addresses !he concerns raised during the review process and is currently estimated to cost approximately $35,000. The next R'qUired step is the preparation of engineering design plans and specif",atioo thaI can be nsed 10 proceed with the solicitation of bids and tV.e construction of the circle. The estimated cost of sL>ch semees is $9,000. Startlng with the original sum of $45.000, utilizing $10,000 for the concept design work and estimating a need for 535,000 for coostructioo, leaves 00 remaining funds for the engineering design work. Therein lies the genesis of the need for the subject Budget Amen<!ment Ordinance to pro,ide an additional $9,000 to fund the cost of the engineering design worlc Al!ernatiyes The issue before Council at the present time is whelher !o approve a Budget Amendment Ordinance that would provide an additional $9,000· for the completion of the Bryant/Addison traffk circle.
