REASONS fOR INCREASED COST
The cost of !he ",oject I1as ilcreased due to major bin design changes. After stored
molerials were oompTetely removed t-om !he wooden bil'l$ and C1e exisfjng =rete
foun6alion was exposed, slaff found unexpected sIrucIufal damage in It-.e e,i.ling bins
foundation system. The extensively damaged portion of !he wooden bins concrete
foundation and slab floors, caused slaff 10 significan!ly change !he original replacement
bin design. The steel reinforced foundation and slab floor for !he new concrete bins were
enlarged to ilclude replacement of aD !he damaged sectlons of !he exisUr.g bin systern.
A lola! of $70,roo is aUlho<ized .... !he adop!e(! budge! for this project. These design
changes increased !he project cosl by $tIS,roo.

March 28. 1 g<>~, from 9 cootracloo:s, which staff feels is a good response, were evalualed
by a three person comminee M1<:luding !he Project Engineer. a Senior W-G-W Engineer
and the W-G-W Engin>eerlng Manager and ranked as ... 'lown in !he afiached Bid
Evaluation Summary Sheet (ExI1lblt B). The Eng;nee('s estimate fa< !he projeci including

WHEREAS~ pursuant to the provisions of Section 12 of Azticle
III of the Chart~r of the City of Palo Alto. the council on June
2Q. 1994 did adope • budget for fiscal year 1994·95; and
WHEREAS 4 Council has appropriated funds for the -MUnicipal
Services Center Bulk Material Bins 4 1 Project N~mber 9506# in the
1994~9S capital Improvement Program (CIP); and
WHEREAS~ new storage bins are necessary to replace
deteriorated, unsafe ~n bins and to store coastru~tion
materials such as sandI gravel, ba&e rock I and temporary
pavement; and
WHEREAS, unexpected structural damage to the foundations
sUpPoxting the sto~age bins was discovered that requires
additional desi9D1 constructioc and expense; and
WHEREAS. the costs of the ~~lk Material Bins purchase and
installa.t.iOll is estimated t-o be ODe Hu,ndred 'I'hirty Five Thousand
($135 .. 0.0.0) instead of the originally estimated Six't)~ Five
Thousand {$6S,COO).
NOW, THEREFORE~ the Council of the City of Palo Alto does
ORDAIN as follows,
Sgc=rIW 1. The sum of Sixty Five Thousand Dollars {$6S,OO'O}
is hereby appropriated to elF Project Number 95·06".. -Municipal
services Ceoter Bulk Y~terial Bins.-This appropriation
