POLICY IMPLiCATION~
CMR:456:94 indicatro, regarding p,mible increased 1100r area in the Research Park, that
"Cit)' planning staff has indicated that the development approval process would involve
a 'community area ptanning' etTol't, and discretionary approvals are envisioned to be
applicable on a site by site basis" (page ~ of 13). Th"", assumptions are part of the stated

City staff and CPAC have not recomrru:nded any type of "conununily area planning effort"
for the Research Parle Neither Cit) staff nor CPAC have identified implementation
methods for the concept of providing additional floor area in the Research Park. City staff
comments and recomm('od:nicns are l.'on12!ned in a Stpt,.:-mber 30, 1994 report from the

Change the land use designation and zoning from multiple family residential to

Allow up to 15 percent more floor area within the Park pro,rided that new
development intensifies developed properties. the amount of impcnnea),le surface
is not increa.o;;ed and pedestrian and bicycle improvements are provided. Exem~

the floor area ratio (Polic), CD-'5.A).
In exchange for allowing a 15 percent floor area increase. establish an Urban Limit
Line and have Stanford agree to open space protection of lands outside the Line
