RECOMMENDATION
Staff recommeods tl;at the Po!i<:y and Services Committee approve the attached scope of
services and direct staff 10 iosue a Request for Prop..'>Sals (ltFP) for collSU!tant services.
BACKGROUND
Palo Alto's Recycling and mrw programs have been s:ICOCSSfuDy operating for a number
<>f yean. Pedodi<:ally. publi<: education information hi~ghting rew progra;:ns or
reinforcing exisli'lj! programs is distributed throughout the community via quarterly
newsletters almed at the residential and business se..""Ior., or through mon&.ly ads in the
Palo Alto Weekly. While this information does reach • number of residents and
businesses, staff is unsure about Iile acrua! number of people wbo read and act on the
information.

The goals of this coosu!tant study are listed in the attached Scope of Services. Some of
the goals for recycling will be 10 de:ennine the number ot residents and businesses who

increasing their awareness ot available information and assistance; improve the
methodology used in a=minaliog inronnatioo; increase the clarity of ... ntten inforn13tion;
