implemenration cf fhe S'lilt3 CJar<l Valley NOlipoint Source I''(llIutiorJ Contrui (NPS)

EUTIITIVE SUMMAR~
The Santa Clara Valky NPS Program cost-sharing agreement e't.bh,hcd a Management
Ccmmittee. comprised of a representative from each pilrticipating agency, to provide
overall direclion and to review and recorrunend an annual program budget for approval by
all parties. La the, agreement. On July 21, 1994, the ~'1auagernent COITunittee adopted a
recommendeJ scope of work and correspondiilg budget for FY 1994-95 (see attached letter
from NPS Program), Although the recommended annual budget totals $2,752,885, the
participating agencies are being billed only $2,452,885, due to a carryover of $300,IY.i)
from d,e Program's FY 1993·94 budget. Palo Alto's proportiOTIJle share, 4.06 percent of
the modiCu:'d. budget, is $99,587. The majority of the program budget i~ a.lIocated for
professional consulting services and program management by SCWVD staff. The program
consultam and management .staff provide technicai guidance for the development of new

In addition, the budger funds rhe payment of various governmental fees, support for
regional pollution control efforts, and the continuation of ongoing waler quality

The National Pol\ulJint Di,charge Elimination System (NPDES) permit, ;S5ued jointly to
SanLa Clara Valley agencies Ihrough the NPS Program for discharge of storm waler to
local creeks and the Bay, •• pires in July 1995. Therefore, NPS Program and local agency
SLaff will f"'-'Us much of L""ir effo" .. during FY 1994-95 au the prepar.tion of a new
permit application and the related stOlID water management plan (SWMP). The SWMP
will contain new control measures to be implemented by municipalities. residents, and
'businesses in an attempt to reduce storm water pollution, New effons will be focused on
controHing specific pollutants. such as copper ar.d other metals, and on specific acti't'ilies,
such a$ land den']oprnent and mupJcip3.i maintenance :l.nd construction practices. Tne
