RECOMMENDATIONS Staff recommOllJds that Council authorize the City Ma&ger to execule the a"adled CMUA Agreement and adopt the attached Budget Amendment Ordinance. pQIJCY IMPUCADQNS This agreemeru does not represent any change in existing policies. EXECUffilE SUMMARy The CFL Program is one aspect of tIw Departmenl of Utilities (Utility) demand·,ide management activities. Replacing incandescent lighting with mort efficient compact fluorescent lamps reduces the City~s electric requirements and cost. In 1995, Utilities Departmen! Resource Conservation implemented a residential pilot program for CFLs to teSI the acceptance of CFLs and the cost effectiveness of implementing !he program. An evaluation was conducted at the end of the program whicll determined tile program to be cost effective and marketable. In April. 1994, Resource Conservation received approval from Council co implement a full scale program lTl t:he: Fall of 1994 (CMR:231 :94). -~--- The full seale program will be administered in much the same way as the pilot program. The Utility will purchase CFLs in bulk ior approximately $13.50 each. Residents ,"""he vouchers in their utility bills to purchase up to five CFLs for $9.50 each. Local vendors agree with the City to sto<:k and sell the CFLs al the utility-subsidized price (plus a small handeling iee) as a service to the community and as a way to invite customers into their stores to generate future bIlsinoss.
