No Council action is required at this time.
Staff has determined that the scope llf tnt'. proposed improvements does not require an
amendment 10 the Terman SpecifiC Plan. and, further, the Palo Alto Municipal Code
gives the City Manager the authority to design.ate on-street parking spaces. Unles.~
Counci1 agendizes thi5 subject for further consideration, staff will proceed with the
installation of 25 to 28 new parking spaces along Terman Drive within existing paved
areas, as detailed in this report.
POLICY IMPLI~CATIONS
This project is consistent with current City policy.
At the lime that Council con.sidered this issue. it was assumed that an amendm~"'t to tile
Terman Specific Plan wouid be required to increase tbe latal number of parking spaces
on the Terman site.
Subsequenlly, the City Attorney reviewed the Terman Specific Plan and Envlronmt!Dtal
Asse.~srne;nt with respect to the proposed Rdditional on-sIred parking. and has dc[c-rmint.~d
that this project is not in conflict with thl': parking provisions in the. Pl:tn i_nsofar as the

Last fall. in response te a requeSt from a resident askjng the City to investigate adding
parking spaces .t Terman, sraff developed a plan to install up to 28 parking spaces along
Terman Drive at three locations within the existing paved roadway (see atlache:d

Staff discussed the parkir.g layout with representatives of the Jewis.h Community Cent::r,
Tennal1 Apartmenls. former members of the Terman Working Group, and the Barron

The Public Works Depanment will implement these improvements using existing budget

J~ council Members Rosenbaum and Wheeler re Additional Parking at
the Terman Co=munity center
CQuncil Member Rosanbaus was approached by a resident who played
tennis at Terman community Center who tnought a fe~ Mere parking
spaces could be added simply by rastripping the asphalt surface.
He ,brought the matter to staff's attention and staff confirmed that
it would be possibla to get as many as 28 ad.d.itional parKing
spaces. The number of parking spaces at Terman was specified in
the Ter:man Specific Plan and an amendment 'Would be required to
increase the number of parking spaces. staff also spoke to some ot'
the. people on the original specific plan ~omrnittee and they did not
indicate any objection.
KOTIOJI': Council Member Rosenbaum moved r seconded by Wheel er, to
direct staff to schedule a public hearing before the Planning
Commission for the purpose of considering an a:mendment to the
Terman spe.cific Plan to allow for additional parking spaces to be
created. on the existing asp~:alt surface.

Regular City Council Meeting of' March 14, 199-4.
~-Ayor Kniss asked the city Manager if there w~re any reason not to
cancel the meeting.

Council Kember Fazzino said it did not make sense to have an event
to honor young people and their contri~~tions to community service
at ~:.30 p.m. on March 14, .1994, ... hen t..~ere 'Would be no Council
meeting that evening.
Ms. Fleming said there had been a request for the event to be held
at City Hall but the request did not come with any gtipula~,ion th-at
the Council should attend. It was not part of the Council meeting
and that event would not be canceled so council Members could still
attend.

the additionai parking instai!€d as soon as possible, Beverley was concerned about
pvtting the nine spaces 00 Terman just past the curve and the spaces next to their
driveway.
In the tHea of the r.in€ proposed spaces, Terman Drive is 30 feet wide from curb to
curb. Parking.:ln one side wouJd allow two 11 foot lanes for trClffic. Per a
c.onvers.ation with Beverlev, there are occasions during summer when parents l1ne
up ~fo{ a short period) on Terman to pick up thf:!ir kids. Beverley beljeves that the
parking on one side of the street and parents waiting on the other srde wiU create
prob~ems for the two-way traffic and emergency vehic!es. She also mentioned
that she will orpose any plans to install those nine spaces. Her other concern
about the spaces next to the driveway was resoived by (1) deleting one space in
order to provide better visibility and (2) providing a pedestrian loading and
unloading zone.
We do not think the nine spaces will create a sfgnificant safety problem and believe
thet the benefits outweigh the concerns. There are several 30 foot wide streets in
Palo Alto with parking allowed on both sides of the street and they seem to
operate fine. The duration of parents lining up on the other side is rather low, and
at the same time there is not much activity in tile area. Even with vehicles on both
sides of the street. approximately 16 feet would be avaHab~e, which is more than
two car widths. it is recornmend~d that we provide the nine spaces, and should a
problem develop we can remove them.
