REOUEST
lbe purpose of this report is 10 inform the Cooncil of a !empocary arrangement between
!he City of Palo Alto and !he Peninsula Caridoc Join! Powers Boru-d (JPB) for the shared
use of !he JPB paOOng 101 located soutb,y. the CalT rain station and west of the tracb
(adjoinirlg!he Holiday lnn site), at tbo Palo Alto CalTrain Station.
RECOMMENDATIONS
No Council action is required at this time.
POLICY IMPLICATIONS
lbe liempcr.lly use of available padcing in the downtown area is ODe part of the multi-point
Chamber of Commerce/Cit)· of Palo Alto downtown paffing program. Pas! experience
mth such arrangements, !he most recent example of which was !he temporary use of th~
Times Tribune padcing lois, has proven 10 be ,ery beneficial.
EXECUJ1YE SUMMARY
Ongoing City staff efforts to pursue CWQrtunities to augment IT.e supply of parking for !he
downtown business district have recently lOcused 00 discussions with JPB staff; regarding
!he possible shared """ of the JPB parking 101 located south of the CalTrain Station and
west of the traclcs (adjoinW.g the Holiday Inn site), at the Polo Alto CalTfain Station.
fIis!OOcalIy, tlIis particular parung!oc has not been fufty 1IIl1ized. At tbo same time, the
City has a need 10 establish additional padcing supply for the d<mntcwn. Discussions
mth JPB representatives led 10 a proposal from the City 10 !he IPS (Attachment I) for the

respooded afllctnatively (Attachment 2), and an arrangerneolh2s been made 10 proc:ed
with the following general !IDderstanding
.. The City will issue parldng permitS 10 quaJi£ed downtown employees, which will
allow them 10 legally park only in the subject Jot (to! U), without being required
10 pay the C\llTetll daily charge established by the JPB (SO.SO/day). ("Qualified"
employees are persons who worl< ror a downtown business thaI pays into the
Uni.,.ersity Avenue Patlcing Assessment District)
b. The Ci!y will pass on 10 the JPB, the full amount of money colleCied from the
1IIIIDber00pennits actually sold (not the number approved fOf sale, or the nwn!>er
ofspaces authorized for use), with the City absorbing any administrative cost
c. The per.nits will be sold tOr S20.00 per quarter, whicb is the same reduced fe.e tha!
is charged roc permits sold fOf the adjacent Hobday Inn lot
d The number o£ vehicles with per!l'jts allowed 10 park in the 1PB Jot will be limited

e. The permit holders will be subjecllo the rules and regulations established by the
.JP8.
f. JP8 staff, not City staff, will monitor and enforce the pennit Ilse within the lot
g. This is a trial arrangemenl thaI can be canceled andfor adjusted on thirty-day
notice.
The number of spaces approved by the JPB ror this initial trial is limited 10 30, due 10 the
fac( that there is an existing agreement between the JP8 and • downtown property owner
whereby a significant number of spaces are tUfTenlly reserved, and are marked as such.
In addition, there is some ongoing general use of the p3fldng lot II !hi s trial arrangement
betwec:n the City illld the JPB works well, further discussions regarding expanded use of
this 10( can be pursued.
These penni!S will be offered fur sale starting Friday, Marcl! 11, 199 5. Persons interest.,1
in purchasing a pennit wi!1 be advised of the unique rooditions that affect this 10(
FISCAL IMPACT
The City will VoSs on to the JPB the fun amount of money that is collected from the
numberofpennits that are actuaHy sold. Therefore, there will be 00 penni! revenue loss
ee gain !o!he CiIy. The City will absorb some smali increment of staff resource required
to issue permits, track the sale of permits, and issue periodic payments 10 the fi'S.
