Staff n!(;o;nmend.s. that tl!is report be fOfV."arded to the Policy and St:::rvlces Committee for
its consideration and nlrther direction regarding additiona: steps for staff to pursue.
Possibie options include.: (a) a trial implementation of an. alternative; (b) (be. pennaner,t
instaHation of an alternative; {c) no further work; or (d) some. other course of action.
Each of the ahern&tives has positive and negative features, and support and opposition
within the community. Technically, there is no clear best alternative and this item LS
being forwarded to the PoHcy and Services Committee wtthout a staff recommended
course of action.
The". actions conside:red in this report repres.e!lt implelTlentation Gf existing poiicies

EXE<vnYE SUMMARY
The study findings indicate that safety ,and speeding concerns. within tne. study area, arc
not unusual for comparable streets within Palo ,t"lto. However. the tindings also suggest
thac there is a :;.ub5tantia~ amount of cui through traffic within the neighborhood, and that
the potential for mitigatlng through traffic on sume of the streets most affe-:led doe$ exist.
From a larger set ofiTtjtial alternatives, the study process evolved to the following four:

while Alternative's 2 and 3 address the current through traffic concern, Alternative-2 shifts
a substantial amount of through traffic to other streets and Alternative 3 does not have
support in the neighboriH)od or elsewhere. Alternative 4 would not cause any changt""s
from e~lsting conditions.
The fisc..al impact of this project ranges from $0 to $26,000 for a temporary instaHation
and up to 586,01.){) for a permam:llt installatlon. d~pending upon what course of ac:tlon i<.>
pursued. At the present time. thtre is no f1Jt1ding established to implement these
alternatives, on either a trial or permanent basis.

on existing travel patterns and anticipated chiinges to th~5C travel patterIls, due to the

day. Traffic volumes on local str~ets range from 130 vehicles(day
to 2,300 v~hicles/day. A cOI"parison, 0f these traffic volumes with
traffic volunes on several other local and collector streets in
Palo .~lto (Att<:lchment J), indi(.'ates that the measured 24-hour
traffic volu~es tor this area are not unusual compared to similar
str~ets in ether parts ~f Palo Alto.

A license plate matching survey was conducted in May 199), to
determine 'the extent of through traffic in the neighborhood. The
survey ""as conducted. during the nOl·ning and evening pe')k commute
periods; 7:30 d.n. to 9:30 a.m, and 4:30 p.m. to E.:30 p.m. The
extent of through traffic at Qach gateway during the evening and

the neighborhood. A working group of nine residents tror:" various
stre.ets was formed. Two wor}:ing group meetings have been held thus
far, and ntaff has pre~ented seven aiter~ative plans fcr the group

Throughout this process, staft has kept the Crescent. Park
Neighborhood Associ.;!.tion inforr:l€.d about the progress of tbe Lytton
AVenue Neighborhood <Traffic stud],. copies or the data and
correspondence sent to the wot-kj ng group have been sent to the
Crescent Park Neighborhood Asscciatic~ president, Harg3ret Feuer.
Staff is also providing relevant information to XenIc Park statf,
who ~re working on the Willows Neighborhood Traffic Study.
