The Council is requested 10 review and approve proposed amendments to lbe Municipal
Co:Ie made 115 • result of the Organizational R",iew and Mission Driven Budget. Other
administrative clw;ges are also proposed at !his time as pari of. general ·cleanup· of the
Municipal COOe.
RECOMMENDATIONS
Staff recomme!I<!s that CoonciI approve the Municipal Code changes contained in
Attacbment A.

No policy changes are proposed. lbese amendments will implement previous Cooncil
policy dcdsioos regarding the Organizational Review and the Mission Driven Bud,:I

UfCUTIYE SUMMARY
The attached amendmeuts 10 the Municipal Code are proposed to implement changes from
the Organlzrdiooal Review; clarify the departmenlal roles and fiscal procedures, in order
to implement Mission Driven Budgeting in the 1995·96 budget year; and streamline the
language within Chapter 2.os, 11-", Administrative Code, related 10 officers and
4epartme11ts.
The 0rganizali0DaI Re>iew, wlri<;h was completed in De<oember 1994, had several
~ Jbr clJanges in the slru<:ture of the organization. To be implemented,
these require amendment lo the Municipal Code, e!recti .. e 1uJy I, 1995.
The City will also be implementing the Mission Driven Budget (MOB) format with the
1995-96 1>udgct year. This will change the fo<:us of the buelget from organization
iIlnIc!urc lo missions and services provided lo citizens. Much more emplulsis "ill be on
the c<lSI and impa<:ts of seMce provided and the SU<:tess in acbieving impact measures.

IlACJ(GROUNP
The attadIcd amendments 10 the Municipal Code .. "" proposed 10 implement changes from
the Organiza!ional R.eview; clarify the departmental roles and fiscal procWures, in or<ler
10 implement MisSion Drivm Budgeting in the 1995-96 budget year; and streamline the
IaIlsuage within Chaplet 2.08. the Administrative Code, rcl.ted 10 officers and
depertments.
The Organizational R..'"View, which was completed in D<cember 1994, had several
recommendatioos lOr cbanges in the Slructure 0( the organization. To be implemented,
Ihesc FCIj1rlR ame!Idment 10 the Municipal Code, effective July I, 1995.
The City wiIl also be implementing the Mission Driven Budget (MOB) lOOn.t with the
1995-96 budge! year. This will change the kcus 0( the budget from organizatioo
structure 10 Dllssioos and services provided 10 citJzens. Much more emphasis will be on
the wst and impacts 0( servke prov'.ded and the su<:cess in achieving impact measures.
While making the above changes 10 the Administrntive ('.ode, it also seemed timely 10
re>'ise the c!epanmenIaI cksaiptioos listed in the Code so that they contam consistent
IaIlguage. General responsil>ilities 0( all departments have been consolidated into one
sectioo, and repetition 0( these responsibilities within each department has been

Line Item Orientation: The CUlTenl MlL'llcipaJ Code requires staff w su!>mit I budget by
department and by type of expenditure (cootraa services, suppfies and materials, general
expense. etc.). Staff bas heard from Cooneil many time5 that me current displa;; of the
budget document by expenditure categ<xy is not useful in making policy decisions about
resoun:e allocation. MOB retlects an orientatioo on servic<s provXled, rather than on line
item of expenditure. The proposed C<><le cha!lges keep the budget adoption by depar\menI
(and by fimd foe Utility fimds), bill change expenditure appropriations to broader
categories. These are salari<:s and benefits, non-salaries (os a group). .lloca"",d charges,
deb! service, utIlit)' COfIl!OOdity purchases, and capital expenditures. The higher \e"ellOr
expenditure-type presentation is offset by the dramatically larger amount of detaJl pro~ided
