In earlier years, the R WQCP bJis cooducted, tbroJgh !he use of coosultant agreements,
monitoring of Bay water, sediment., and tissue. Two yean; ago, the Regional Board's
Executive Officer required dischargers !!> cooduct a more carefully coordin3ted effort
pursuant to Section 13261 0( the State Water C,.k The Reglooal Board hired the
