Range Planning Study by the firm Blevins ami Associates, regarding Irrigation System
Control AnalysiS. The recommended actions of Ihis study included:
1. Review and selection of a central irrigation control .y.tem for Palo Alto parks
(completed willl the expansion and renoYalion to Greer Park),

In conclusion, an irrigation management method, which uses a centul computer system in
conjunction with weather sUltion dala, eQuid ,..,ull in potenHal WAter SaYings of25 percent.
Further, a «lSi lUl8lysis presented infonnMion lh'l such. s)'stem could pay for itscl f withi n
" seven 10 eight years, and would rcs\J11 in lower operating costs lhan exisling individual
control systems.
Water cOMervalien remains a very high priorily wilh Ihe Parks and GolfDivisLon sraff. The
City's long-range planning reflecls all irrigation management program which uses bOtli
evapotransp1ration data from the weather Sl,l\l[OI1, as. weI! a..'i computer control systems for
the mosl efficienl water schWuling.
Bid package.s were sent 10 six qualified cont .... cters. Two bids were receiwd, as shown on
the allachcd bid ,ummary (Exhibit'S'). Park City l<lndscape, Inc. had lhe lowe,t bid of
$60,391. Phone calls to the contraclors who did nOI bid on the project, re,ulled in
responses thal lhey were too busy with curnnl projects andlor did not have time 10 respond
10' the City'. teQ .... t for bids.
The attached contract, Exhibit 'A', 'l.ak~ thai lhe contractor shall comply with all laws
(~OQ 9, pa~ 3, Compliance with Laws). Staff has contacled Ihe State Contractor's
Lioeosina Board and Ihe National Labor Relations Board (NLRB) concerning Park City
LaOO!Clpe, lro<:. The «lnlractor's license is valid and no complaints have been registered
with the NUUI against the company Ih.al have led 10 • ny legal actions.
FISCAL IMPACT
Thill project is fuooed out ofCIP 119414, Parks Irrigation Improvements and Renovations
and Backfiow Improvements.
