gov=ment, and !his Program Supplement Agreement serves as the mechanism whereby the

RECOMMENDATIONS
Staff recommends that CollDCiI adopt the attached resoluti<>n .pproving the Program
Supplement Agreement between the City 2nd Caftrans.
POLICY IMPLICATIONS
The recommendation of &!Us report is consistent with eldstfug Comprehensive Plan
Transportalioo. Policy 12: PrOtOOte bicycle use.
EXECUTIVE SUMMARY

For the lasllWo ycars,Palo Alto has pursued the development of. project to construct. bike
path a!oog Ihc west side oflhe Joint Powers BoardICalTraIn tracks, from Churchill Avenue to
University Avenue, as proposerl in the Pa/o Allo Bikeways Master Plan. Federal and Slate_
funding have been approved for tt.e project, and the project is included in the ) 994-95 elf:---
Since 1his project involves the use oCfe&ral funds, Palo Alto is required 10 follow procedures
and standards established by the federal government and administered, on its behalJ;, by
Caltrans_ These include Caltrans review and approval of the design and CODStructi<>n of the
project, selection oC consultants and contractocs, and Council adoptioo oC. resolution approving

Adopcion of the Program Supplement Agreement does not constitute. proje<:t fOf purp'>SCS of
~ California EnvirO<llllCntal Quality Ac!; therefore, DO environmental assessment is needed
at this time. However. the Council, on Angus! ~, 1994, approved I Negativ'e Deda.ration (94-
ElA-I6) fO( this project.

aoo Caltrana.. and authorizes t.he Y.ayor t.o execute said program
Supplement for and on beb.tlf of the City of Palo Alto.
SECTION 2. ~ion of tbe Program Supplement does 001:
constitute a project for purposes of the California Environmental
Quality Act: {'CBQA"j. However, the proposed Embarcadero Bridge and
Bike Path Extension project is considered -s project under cEQA; and
