Funds are available in the 1994-S5 Refuse rund operating budget. Background Routine and non-routine hazardous waste", whicll are generated at City-operated fad.lities f rnust be reli.oved~ transported and disposed of in accordance with Bt~te and federal regulations. Some of the generated wastes include P~~-contaminated transformer oil~ waste paints and Bolvents~ laboratory che~ica19 and contaminated soils and absorbents from spills. Discussjon 'I'he contract provides for removal, transportat ~on and disposal services for City-generated I~zardous wastes on an apprOXimate 90- day cycle. The contract also pyovides for on-call emergency services, in the event of a hazardous material or waste incident at City facilities that requires capabiliti~s beyond those which can be provided intel"na:lly by the City" om,39S,94 -1- '".:' 2 ® 0 A request for bids was issued to 11 haza:cdouB waste management firms, and 6 responded. The bids were reviewed by staff f.rom the P\lblic Works/Operations Division to determine the loweat responsible bidder. The review included evaluating costs presented in the bids and performing background checks for regulatory records, references and experience. Baeed on this elJaluation, United States Pollution Cont%'ol Inc. waR determined to be the lowest responsible bidder. Because this contract is based on work to be performed and the volume of wastea generated, exact contract budget coats are not possible to predict. However, staff is confident that the budgeted funds will last the entire year. based on the volume handle-.d during FY 1993-94. Should unforeseen circumatanceB such as a major hazardous wa~te incident result in increased expenditures, staff will return to Council for additional contract authority. Consider and approve the proposed negative declaration prepared for the project, finding that the project w111 have no significant environmental effect for purposes of CEQA. 2. Approve and authorize the Mayor to execute the attached one­ year contract, with options for extension of the term for up to two additional years with United States Pollution control Inc. in an amount not to exceed $35~OOO in the first year, for City-generated hazardous waste management servlces. 3. Authorize the City Manager~ or her designee, to exercise the options to extend the teDn for the second and third years in her discretion, in amounts not to exceed $35,000 in each such yearl and execute any othel' documents neceesary to implement the second and third years of the contract.
