On November 20, 1989, C{)uncil IJirected the Police Depell'rtment to
prepare q'\Hll't.erly reports that swr.ma'£'.h:e citizons' complaints.
This is an informational report of all citilens' complaints
received and investigated by the Palo Alto polIce OepartDtint during
the second quarter of 1994. No Coul~cil .e;ction 1s required.

received and inve.stigated. by the palo Alto Pol ice Dapa.rtttent during'
the eecond calendar quarter of 1994.
A total of 11 complaints ~ere received during this period (April -
June 1994). Seventeen investigations have been concluded (five of
which are fro~ the previous quarter).
As ~ matter of routine, statf attempts to identify other associated
issues that may not have been included in the initial complaint.
Official corrective action (discipline, admonishment, training,
policy review) occurr.ed in all situations where ~ co.plaint wa.
deemed sustained. A complaint is "sustained It when an investiqation
discloses SUfficient evidence to clearly prove the alle9ation •
• ad.. Absent such evidenca, a complaint may be deemed -not
sustained.-other categories of dispoSition include: "unfounded,·
when it Clan be demonstrate.d that the alleged actions did not occur;
end ~exonerated," when the acts were consistent with department
policies and procedures.
