This is an appropriate lime 10 initiate this study, since the Utilities Department reorganization approved by the Cily Council (CMR 101:94) will be eompleled during FYI994-9S. Staff revlewS 0( programs and operating budgets initiated in FYi 993-94 "", e already resulted in a S'Jbsrantial reduction in tl>e Utilities operating budget. AMldonal organizational changes, 10 increase efficiencies and reduce Ibe Utnities operating budget will be propo5ed by staff in the FYI995-96 budget.
