This report requests that Council award a contract in the amount of $47,094.50 to
Rodding-Cleaning Services, Inc., of San Leandro, CA., for providing sanHary sewer
cleaning and video inspection services in vanous streets wUhin the City. In addition,
staff recommends that Council authorize the City Maneger or her designee to execute
one or more change orders to the contract wUh Rodding-Cleaning Services, Inc. for
additional relaled, but unforeseen wor!(. The value of Ihese change orders shall not
ex<;!!ed $5650.00. Funds for this project are availaele in the FY 1994-95 CapUsI
Improvement Program budget for waslewater collection system
rehabilUstIOIlIaugmentation.
Background
Cleaning and video inspection of sanUary sewers are necessary quality control
prooedures used in I~ design process fortlle rehabilitation of existing sanUsry sewer
lines. Cleaning and video inspection ensures that the rehabilUstion methodes) bein~

Project Description
The proje<;t Will PfOYide cleaning and video inspection for 48,000 linear feet of 6-inch,
6,650 linear feel of 8-Inch, 450 linear feet ol10-lnch, and 4,050 linear feet of 12-inch
&lIIl~ary __ line$. In 8<ldition, an add a~emate bid for video "fld d.ia management
software was Jrn;Iuded In the pro!ect to facilitate further e"aluation of the mainline. The
software caprures the image of the defect found in the sewer and allows staff to vierw
ij 00 the COO1p~e,. Through the defects, the mains are priorijized and the rehabiltlation
method is then chosen, The lines which h8ve been identified for video inspection and

Enyj!Onmen!a1 Impact Assessment
A$ part of1he Cooncd approval of the 1992-1997 CIP, tl1is project received a negative
declaration and no further environmental review is necessary.
