This report forwards for City Council information the anntlal .r-eport required by Santa Clara County as a condition of approval of the Stanford Un.i.versity General U.":>e Pe11nit. Stanford University General Use Permit The Stanford University General Use Penuit is a master USe permit issued by Santa Clara County as a means of defining the type and amount of additional development which may occur within the unincorporated portion of the Stanford Campus, including the Central Campus area (see Figure 1). The, Use Permit allows for: 1) 2,100,300 square feet of new aCudemic~ academic support and housing uses; and/or 2) an increase in the, P.dj'l'l):ted Dartime Populat ion (average daytiiil,a campus population) 'on the Campus up to 33,905 people; and ) construction of 1,200 additional new parking spaces. The u,se pennit alSio established conditions necesEiaa:y to mitigate potentially significant environmental impacts. The major mitigation measures identified for the use permit include: 1) implementation of the University's Transportation Demand Management (TOM) Program, with a goal of no "net n new cornrr~te trips over those existing in July of 1989; 2) continuation of existing housing programs ruld provision of housing on campus for ~aculty and staff, update of housing plans and pursuit of housing projects off campusi and 3) training of personnel and building upgrades for safe use of hazardous materials, and preparation of Hazardous Materials Management Plans for all buildings where such materials are stored. The info.rmation in Stanford University General Use Permit Annual Report No. 5 {1992-1993) shows that Stanford is still in compliance with all of the conditions established in the General Use Permit. 160,690 square feet of floor area was identifie~ for 1992-93. n~tI vuly Ut;i ... facility occupied. is the Housing aad Food Services Maintenance Shop Expansion of 2.437 square feet. Construction in 1992-93 included the Center for Economic Policy Research building (';5,000 square feet and counted in 1991-92), Thornton Engineering Center :11,500 square feet), the Arrillaga Family Sports Center (108,415 square feet) and the Psychiatry Building (45,000 square feet) . to'anzanita II, a 204 -bed undergraduate dorm, was completed in Septemb~r of 1992, replacing 41 housing trailers and adding 81 net net'i beds. Seismic repairs are nearing completion for Cooksey House, a historic structure damaged in the Loma Prieta earthquake, and the building's 43 beds will be reoccupied in the fall of 1994. The adjusted daytime population was 31,4l9, up 1,074 from the 1991-199~ levels. TDM participation increased by 47 persons, from 1~871 to 1,918. 'rhe daycime population of ·che.University is still lower than the 1987 population base of 31.914 that triggers mandatory TON. and the TOM participation counts are highI'>:': !::han the 1987 base of 1,455. Stanford also achieved a 30 percent recycling rate, exceeding its 1992·1993 goal ot :29· percent. A copy of General 'Use Permit Annual Report No·. 5 is attached for your reference.
