This staff report provides the City C<Juncil with the status of CHy activities associated with
noise inlnlSion from Shorelli1e Amphitheatre. AddiGonally, staff is requesting that the City
Cooncil 0JlIl<0'I" funding b analyses of selected recGrded tapes from !he 1994 coocert season
and also the continued operation of the n<>ise m<>nitoring system for Ibe 1995 co""ert seasoo.
RECOMMDo'DA TIONS
Staff recommends. that the City Council approve: I) the expenditure of $9,000 to fund the
analyses of recorded digital 8udio tapes for Ihree. selected coneerts from !he 1994 Shoreline
Amphitheatre <oncert season and 2) 1!1e continuation of the noise moniloring system for the
1995 Shoeeline concert season. If the COl!DCil approves these recommendations, • Budget

This report covers the major activities lSsociated with SOOreline Amphitheatre from the 1994
WIlCert season and IS planned focthis commg year. They are the follow'.ng:
I. Noise MMitorin g System -In Mares 1994, Cc,meil authorized purch~ of. noise
monitoring system <.CMR; 199:94) and sW'fing to mcruto! noise in Palo Alto from the
perfontwIce. at the Shoreline Park Amphitheatre (Sboreline). Staff purchased.
portable digital audio tape (DA T) recorder with a microphone and stand and
esllIb~d • monitoring station &, !ht Main librlIY. Contta<:1 persoonel were used
at !he monitoring station. They recorded sound levels arO<illd the Main Librory during
Ibe performan<:es and noted the weather and "'heg music was heard. Staff will

Shc<eline. The City i'~ Dep.,trnent recei~ed 4S or more valid complaints during

the pedOrmances. For the entin: 1994 stIlSOn a total ol991 complaints were r=ived.
By oornperison, in 199:l, 39 performances were held, the 45 complaint threshold was
