This is an informational report and does not require Coun::il
action. This report is to folloW' up on a newspaper article in the
San Jose Mercury News, of Friday November 12, 1993 in whiCh Pacific
Bell did not list Palo Alto as one of the Silicon Valley cities
included in their plans to implement a $16 billion digital
coanunications superhighway in northern Santa Clara County (see
attached newspaper articles~)

On November 1.2, in the San Jose Mercury News, a news article
re\.~led Pacific Bell's plan to build a $16 billion digital
c03IlWlications superhighway by the year 200C ~ Construction is
Bcheduled to start in thE spring of next year in four urban areas:
northern Santa Clara County (covering the cities of Campbell, Los
~tos~ LOB ~tos Hille, M1lpitas, Mountain Vie~, San JOBe l Santa
Clara, Saratoga, and Sunnyvale), and portions of Los Angeles, San
Diego and Orange county. At the City Ma.nager's request, staff
contacted pacific Bell to deter.mine why Palo ~to was not included
with the other northern Santa Clara county cities to receive their
planned se rvi c e s .

After several inquiries, Kathy Massey. Broadband Services &:
Ex1;ernal Affairs McJ...nager for Pacific Bell, provided three criteria.
which they used in selecting the areas and cities for the pilot
project:
Pacific Bell's knowledge about the home and office
technology demographics of an areai
tbe competitive activities from other businesses
towards traditional telephone services, {e. g. Cable
Television)i and
cities served within the wire center configuration
boundaries set by Pacific Bell.

According to MB. Massey ~ Palo A1 to is outside the wire center
configuration boundary for northern Santa Clara County. Palo Alto
is serv-e-d by two central offices~ one on Hamilton Avenue and one on
Birch St~eet. These offices serve o~ly Palo Alto and part of Menlo
Park.. Alec, Palo Alto is not servi..::ed by Tcr Cablevisicn of
California, who is aeen as a potential major competitor~ The City
of Palo Alto will be included in the se,:ond phase of planned
8ervic~s three to fiv~ years from now.
Staff believes Palo Alto's needs for a high speed communications
netwcrk exist strongly today and will grow more pronounced in the
months and years ahead. In view of the City's recent positive
experience in assisting Digital Bquipment Corporation to lease City
conduit and install a fiber optic network between five offices in
Downtown Palo Alto, staff is convinced that the City ~an play a
significant role in providing this t.echnology to the: City as a
whole. The City's substantial experience in currently providing
the full range of utility services avajlable Citywide could serve
as the foundation for extending new services to Palo ~.lto customers
in the area of this and other emerging technologies.
The use of City-owned conduit for fiber optic comnunication systems
may have great potential elsewhere. particularly within the
Stanford Research Park. Conduit use is not the only option
available; there are currently requests from private commu."lications
systems to hang fiber optics cables on City poles, as part of an
effort to link the nine Bay Area counties. In several other
communities across the nation~ both public and private utilities
are providing fiber optic communications options to their
customers.
It is staff's opinion that a ·state of the art· c:ommunications
system in Palo Alto, serving business, publiCI education and
municipal needs, is essential to both the City and the region's
long-term economic competitiveness. The concentration of rnaj or
corporations with high volume information transfer needs, coupled
with tho8~ of Stanford University and th~ Medical Center j strongly
suggests an opportunity for the City to playa role in facilitating
advanced communications systems. Staff will contin1.le its dialogue
with Pacific Bell and will also look into other options~
Staff has initiated a series of ·Communications Visioning· sessions
within the organizatian~ to identify options available and to
attempt to answer stich fundamental questions as: service levels
that could/should be provided; ownership options; maintenance needs
and responsibilities; and potential funding mechanisms for system
installation. In January, staff will present its findings to
Council and ask for further direction.
