On June 20. 1994, the CO\\ncil approved the City's Fiscal Year. 1994-
95 Budget. Based on the Fiscal Year 1994-95 appropriations and the
County's population change, and Per capita Income change factors
received from the State, the appropriations limitation compliance
calcula.tion (Gann calculation) has been finalized. The calculation
is sho~n in Attachment A.

Article 138 of the State constitution (Proposition 4) limits the
anmlal appropriations for State and local goverr.ments. population
and Per Capita Income change factors, which are used to adjust the
City's annual appropriation limit, are received from the State
after the City's budget has been submitted to Council. The
appropriations limitation calculation approved by council .em .rune
2'0 was an estimate. only. Attached is the final appropriations
limitation calculation based on appropriations approved on June 20
and on change factors received from the State. The City'S Fiscal
Year 1994-95 appropriations are $9.0 million under the limitation.
