This report 1) transmits the attached Historic Resources Board
(HRB} re.com.-nsndation to reclassify the Byxbee House at 535 Bryant
street from a category 4 to a category 2 building on Palo Alto'
Historic Building Inventory, and 2) discusses the effects of th.s
reclassification if the City Council approves t.he BRB
recommendation.
Sackgroynd
On May S~ 1993, the Historic Resocrces Board approve~, with
expressed reluctance, a demolition application for the Syxbee
Hous~ at 535 Bryant Street. Shortly thereafter, a group of
citizens met with the property owner and staff to discuss options
to save the structurec Subse~uently, Council Members Wheeler and
Fazzino suggested that the City Council request the Historic
Resources Board to initiate it process to reclassify the Byxbee
House to a category 1 or 2 structure, in order to :, recognize
the historic merit of this structure, and 2) a1toid its likely
demolition. (co~(Cil Members Wheeler and Fazzino also requested
Council to direct staff to pursue a n~er of actions on a
development proposal related to this structure and other
buildings located on the same site.) On June 28, 1993, the City
Council requssted the HRB to consider such a reclassification.
On August 18, 1993, the Historic Resources Board held a noticed
public hearin9 on the proposed reclassification of the Byxbee
House. At the conclusion of this public hearing, the Board
approved a motion to reclassify this str~ctu~e from a Category 4
Contributing Building to a category 2 Significant Building. The
vote was five members in favor, with one member not participating
and one member absent. (See an a~tache~ excerpt of the August
18, 1993 HRB minutes, a transmittal of December 9, 1993~ and a
description of this property from ~he Historic Building
Inventory.) The Board also agreed not to transmit its
recommendation to the City council until Council would have the
opportunity to act on a PC Planned Community zone change for the
property.

Effects of possible Reclassification
It the City Council approves the HRS recommendation to reclassify
the Byxbee House from a Category 4 to a Category 2 Historic
Building~ the category 2 classification would further enhance the
historic significance ot this structure, that has remained
th~ou9hout periods of extensive commercial development of
surroundinq properties in Dow~tovn palo Alto. The attached
transmittal f~om MRB Chair Anderson and the hi~toric pr~perty
description attest to the hist.oric.: significance of this
structure.
In addition, provisions in Palo Alto's Historic Preservation
Ordinance would result in substantial limitations en demolition
of this buildinq and requlre~er.ts to maintain it above minimal
standards required by the City's Buildinq Code, ir the City
Council approves this recommended reclassification. (See
a~tached sections 16.47.060 and 16.49.080 of Palo Alto's Historic
Preservation Ordinance.} However, the Historic Preservation
Ordinance's definition of a Category 2 building would allow 6o~e
exterior modifications, provided the original character of such a
building is ~etained.

Dear Council Hp.mbers:
On A~gust 18. 1993, the Historic Resources Board recommended that the
City Counci1 approve reclassificiticn of the By~bee House from a
category 4 to a Categor." 2 building en Pa10 Al to's HistoriC Bui1din3
Inventory. The HistoriC Resources Board~s action reflects its inten:st
in navir.g Council consider all options for the preservation of the
Sy.xbee l1ouse. The HRB strongly supoorts the owners desire to not to
di!:nolish the house. but ratner con~-,der i~'i p=-. ..>ervation. The Board
also belie ... es t~at due to the lac.k. of major alterations and the n~ .;tory
of the house it is el ;gible to .... e c---idered for a category upgrad-e from

lhe 8yxbee House was CL -:strllctecl in 1897 and naw sHs a",kwardTy
sur .... ounded by coomerch t developmer.t. Strangely enough th; s awkwarJ
sitfng is what now lends the property uniquenesl. The hi~tory of tbe
house is rich. John Byxbee built the house and its first occupant was
Anita Corbett, who brought ht!r daughters here tc attend Stanford. Ms~
'orbett ~as a charter member ~f the WOG~n's tlu~ of Palo Alto, co
founder of the public readlng room that evolved into the public library,
and a strong ad~ocate of woman's suffrage. In this year of the woman,
it seems fitting to bE ccnsiderfng this prop~rty for preservation. As i
result, we urge Councjl's support in the recomme~ded reclassification of
the Byxbee House from a Category 4 to a Category 2 buildin9.
