RECOMMENDATIONS

00 August n, 1994. the aw1icant and appellant, Jeffrey Pollack, submitted an

\0 the aDey Dear CibDank; and 4) the northernmost entrance to Ramona Plaza at
Univmity Avenue. Each sign was 2, S feet wide: and " feet high with the restaursnt
naroe and logo. and e black chalk boar<! area to list daily specials.. The sign had & black
background with white letters and • green, brown and white logo.

ARB subsequently recommended awroval of two A-frame sign.. (Please refer to the
minutes of the Sepl=ber I. 1994 ARB meeting.) One of Ih<: ARB ~rtioos was •
"trial period", allowing the two A·frame signs 10 be used for one year in locations
acceplabk to the Pub6c Works Department. A.ller one year, the applicant could reapply
\0 the ARB for <XJ!ltinued placement of A·frame signs in the approved locations. The
, Public Works Departmeut agreed to two locationS: 1) the west entrance to the a11ej
near Cil>1>ank (on Ramona Street); and 2) the northemn-.ost ""Iran« \0 Ramooa Plaza
al Univ .... ity Avenue. This ARB approval was finarIZed and the signs were installed.
A nearby property owner, Mr. Jam<:S Boer, became aware of the signs after they were
installed. He prOleS!ed the legaBty of the City approval on the basis !hat be had 00(
received notice of the applicalion. The City AUorney. after reviewing all pro=lures
surrounding the approval. a4vised City' staff to repeal and reootice the ARB hearing
with & more detailed description of \he oft:.site < sign locations ;" the legal ad, whicll
cootd be coosi<!ered Cechnically inadequate. Upon !his reooti<:ing, Mr. Baer protested
,the ARB approval based on aeslhetics and placement of the signs. Upon a se<:ODd
review of the applicatioo by the ARB at Hs meeting on October 6, 1994, Ibe Board
continued the project to restudy the possible location of one A·frame sign on Bryant
Street, witb \he elimination of the menu holder &nd chalkboard &nd lb. addition of an
arrow pointing WW3!"ds Ibe restaurant. The Public Works Depa«.menl was instructed
to derme an acceptable location CD Bryant StreeL (Please refer 10 the minutes of the
Oc!ober 6, 1994 ARB meeting.) The Public Works Departmenl recommended a
satisfacro.y location of roe A·frame sign on Bryant Street, and Planning staff informed
the applicant of the new site locaIed in the public right-of·way four feet awoy from
Centennial Wolk and &dj=t 10 the curb along Bryant Street in front of S20 Bryant
Street

signage rights on UniverSIty Ave.-.ue or sell rights to set up table and cllairs foe
businesses not tocared on University Avenue? .
The signage placement request by acOfl!1cll's is particularly objectic<1;oble
given the great efforts by the ARB, the Planning Commission, the Ciry Council and
the Urban Design Committ"e 10 creale l'Iaza Ramona as an architectural and ",ban
pl~g place of importance. The University Avenue .xis centered on the archway
w,l'.ere O'Connell's has placed one Sandv.ich Board is a k<-y element oi the Civic
