This report recc~ends that Council award a contrac~ to Pan-Marine
Constructors Inc. in the amount of $48,825 to make repairs to the
existing Palo Alto Flood Basin tide gate. Punds have been
appropriated in elP 477D2, Storm Drainage Collection System
Improve~ents.
Background
The Palo Alto Flood Basin (~asin} receives stormwater runoff from
Matadero, Adobe. and Barron creeks and stores it until it can be
released to the Bay through a series of flap gates during low tide.
Although the Basin was constructed primarily for flood control
purposes; one of the flap gates was replaced with an auto~4tic tide
gate in 1978 to permit the regulated flow of Bay waters into the
Basin. This modification allows the water 1~ ·el in the Basin to be
maintained within a prescribed range, in order to provide a
suitable wildlife habitac while maintaining adequate capacity for
flood cont.rol.
In recent years, tile controls for the automatic tide gate have
malfunctioned several times, allowing the water level in the Basin
to rise beyond acceptable levels during the dry season. The tide
gate control equipment has become obsolete, is difficult to
maintain ar:.j repair, and needs to be replaced. In addition,
Recreation, Open Space & sciences Division staff responsible for
monitoring the water level in the Basin~ recently relocated from
the Municipal Service Center to the renovated Harbormaster' 6
Cottage. This project will make the necessary ~epairs to tbe tide
gate controls and relocate the monitoring equip~ent to the
Harbozmasterig Cottage.
Discussion
Sid packages for the project were sent to 12 interested parties and
bids were received from 2 qualified contractors as shown on the
att~ched summary (Attachment A). Staff recommends that the bid of
$48,825, submitted by Pan-Marine Constructors Inc., be determined
by Council to be the lowest responsible bid and that the contract

be awarded accordingly. This bid is two percent below t.he
engineer's estimate of $50,000.
The scope of t:.his project: in~lu.de:s the replacement of outdated
level measuriIlg devices. repai.rs to the ~ide gate control,
monitoring, 3..~d alarm systems, and refinishing of weathez·ed surface
coatings. The monitoring and alarm equipment ~ill be relocated to
tbe RecreatiC"on, Open SpacE' & Sciences Divisions' s n~w ''Jffice at the
Harbormaster' 5 Cott.age. The wOI:k ~ill begin sho..tt ly after the
first of the year and should be compl~ted in approximately three
months.
