This report requests that Counci 1 authori z:e the Nayor to execute
the attached agreement. 'With VolceP"ro. Inc. to provide and install
a voice: mail system 1n the arr.ount of $63.075. which inchldes the
cost of the ay.stem and silles tax. An addLti<mal coat of $60~ COO is
requir(~d for the purchaso of circui.l ccl~·dB fOl' the existing
telephone system to acco:rmodate the voice IMil syateril. Staff will
invBstigate other ·sotu-cea ill order to obtain better pl"iciI19. The
cost for the circuit caxds tlas be-en ~nc).llded in the approved
funding for thia project. The total cost (01' the voice mail system
will not exceed $123,075. 1'he budget tot' this proj ect is available
in the Capital Improyement Project t09",04.
City staff has been working on the development of a voi ce n\ail
system since 1992. After cornpletjng intel'nal surveys to detenrdne
the need and proposed uses to:r: such a system, Council approved
staff's recort¥i1endation for a voice mail syntem in the 1993-94
Capital Improvement Progra..!'Il. A 8ubcoornltteo WllB eotablished to
study voice mail , to determine exactly how it ","ould enhance our
service levels, provide b2tter access for the public, and, impt'ove
internal cOO'munications.
The voice mail subcorrrnittee distributed a survey t.o all City
employees requesting inforrMtioJ) about their internal
corrmunications practices; specifically. the tlUJr..ber of telephone
calls received flach day, the number of telephone tl",essages writ.tell.
calls transferred, and many other questions regarding telephone
convtlunications and routing of calls, The results of the Rurvey
were instrumental in detel1'llining that .a voice mail system would
improve cormlUnications between the public and City government.
The funding approved by Council tor implem~nting a voice mail
system included t\r;O phases. Phase I, in P'i1993·94, provides voice
mall to those departments ael.'Villg the public directly. Phase II.
FY1994-95/ includes the expansion of the F.lyatem to the t:l!st of the
City department.s. Both phases 'Will now be combined; and the total

system will be operational by November 4. 1994.
Selection Process
A Request-For-Proposal (RFP) was issued on March 3, 1994 to sixteen
vendors. Five vendors responded. Of the eleven 1I0n-responders,
one could not meet the time schedule; two could not. Il:leet the
requirentents; the other eight did not respond as to why they did
not submit a proposal. A detailed analysis and evalvation was
CO,l;lducted and VoicePro, Inc. was selected. Voi(:ePro wa!) the lowest
bidder and can meet all the requirements in the RFP.

names used to described the processing of tolephone calls with or
without the int.ervention of a person. Voice lJI .... "lil has become a IT.ore
acceptable generic tetm for this technology. Voice l-I'.,,'lil is to
telephones as Electronic Mail is to computers. The VMX-200 voice
mail system being proposed by Vol.cePro, Illc. (or the City will
provide the following benefits:
Ability to record and Bend a voice rneSEHlge f:..-om or.c
mailbox to another in ones own voice.
Improved accuracy of the message.
~'essageB can he sent anytime of the day,
Messages can be designated for future delivery, ",-'eeks or
months later (the system lets the sender know
whether a recipient has listened to the message yet
or not) .
Voice messages are heard exactly as they are deliven~d.
Calls can be referred to voice mail when someone is not
available~ busy or unable to answer.
Using voice mail forinternalcallsft.ee9 the
receptionist to handle calls from the public,
Telephone time can be managed more efficiently; employees
will be better prepared when answering and returning calle
because they have the full context of the message.
Broadcast messages can be sent to all mailbox holders fot'
fast dissemination of information.
A single message can be left for every person in a
department or on a project,
System Capacity and F~atures;
The voice mail system being proposed has the capacity to support up
to 1,'000 users via its 16 universal ports and up to 102.5 hO'l,IL's of
voice storage. Based on input from City departments, the initial
sizing of. the voice mail system is intended to support the
following criteria:

caller in completing some or all of a business transaction.
Caller RoutingJ The ability for a caller to be routed through
t.he voice mail system. or to a specific extension number by
following instruction::; from a pre-recorded announcement
(automated--attennant)
Voice AnnOUDC!MientS t
Voice mail greetings, prompt.s and instructions are pre
recorded using a person's voice rather than an electronically
made voice. Scripts are written and read into the system by
either someone from the vendor or from the City. Callers
entering the voice mail system will hear the same voice
whenever they call.
When the caller is connected to an individual [l\cUl.DOX, the
caller will hear the person's actual voice as the greeting.
Individual mailboxes will utilize the person's own voice.

Each department that deals primarily with the public will have
at least one telephone nUmber that is always answered by a
City employee during the department's norrr-.a.l business hours.
AlBO, calls answered by voice n~il during business hours will
give the caller the opportunity to choose between leaving a

public in the following ways:
Calla can be answered and processed more quickly.

othor information can be available to callers 24 hours
a day.
Callers Ilavc the option to leave the voice mail system
and 90 directly to a staff person.
Callers know irrmediately that their call is being handled.

Utility 8ervice9~ including the 911 lines, will not be
directed to voice mail.
It is anticipated that the voice mail system will increase
9taff productivity, promote public accessibility, and reduce
certain costs. Cost savings are expected to be yielded from
the follo'llfrfing efficiencies:
Reduced costs to answer telephones, write messages, and
deliver them.
Increased productivity of employees when messages and
inforn\ation are received quickly.
Fxeql.lently aSked questions can be answered directly by
infonnation center mailboxe9~ saving employee time,
Eliminate the one·way telephone answering m..'lchine that
answers the City's main telephone number (the message is
too lengthy and the caller has no option but to listen) .
PUblish a telephone number for the public to use to reach a
short directory with telephone numbers of city facilities.
Reduce amount of telephone tag resulting in retul"n calls.

All voice mail systems require an alert device on the telephone
instrument, called Message Waiting. The alert signal can be audible
or visual. Most systems. including the one being proposed for the
City, require both types.

telephone system are: equipped with (:\ visual message waiting light
which flashlJs when a voice mail message has been received. These
in~t-rument6' are used at City Hall, the Mtmi.cipal SArvi.ce Center and
the Utilities Control Center,
Srngle~line inatnlmtmts, which are used throughout the City, do not
have message waiting lights. They require an audible signal, called
Stutter Dial Tone. If a voice ma~l message is waiting on a single·
11,00 instTUment, when the person piCKS·Up the handset the nonnal
steady dt.altone 'Will be ·-stuttering", to indicate that a voice mail
messa90 ia waiting to be retrieved.
In order fot' these two types of rnessage waiting alert d~vices to
work, the PBl( at City !lall and the ~ISC .'Hl require the follo,.ing
changes:
1. L:lna carda wUl ha.ve to be xeplaced with a cal"d that produces
the stutter dial tone.
2~ Power supplies need to be purchased for both PBXs (City Hall
and lotS C) to power the m-cs.sagc waiting light on single-line
instn\mcnts .
.3. Trunk c('lrda. have LO be added to the PBX to support the nuw.ber
of linea for the vOice mail processor.
Prior-to the irrplem€nlat 10n ,.f the voice m.:1.il system, the public
will be not.if lect by a notice in the newspaper, utility bills and
fl iers posted at all City faeil ities. VoicePro will provide
detailed 11alH:l9~oll illfJt7:llCtional progl.-am training for all City
employees. DCp~H-'tmont representative who are on the Voice r·!ail
Corrvnitt(!e will bo tl·alned' to tl:,ain users in their reapective

training. Each voic~ m').il user will also receive a users

The lnfotm."\tion ReSQUrces Department URD) will monitor and receive
all complaints regard1ng tho voice ma.il system. In t')rder to
promote quality customer aOlvice, complaints from t.he public
regarding the Voice rr .. ,U syst.em will be handled in accordance with
POlicy and Procedures 1-19, entitled ·Citizen Coroplaints". IRD
will conduct a six month review of all complaints received and make
adjustments to the system as appropriate.
This in not a project under CEQA and, therefore. no envirollmental
aSS(!BSment is required.
