Cc.nsolidat'.ed Enginee.!"ing Laboratories (Consolidated Engineering) in the amount of .$ 42,262 for testing and special inspection services for the California Avenue Parking Structure Improvements. Funding is available from the California Avenue Assessment District parking Garage. eIP 19213. Backgrounsi On ftd'.arch 16. 1992. Council approved an agreement wi th International Parkin'S Design Inc. for design stage engineering services required for the California Avenue Parking Garage (r::MR 179:92). That agreement also provided fC!r future the constructio;t administration services~ which would be negotiated at the completion of t,he design phase. On November 22~ 1993, COU-Tlcil awarded the sale of bonds for fina,ncing the project to Pip~r Jaffray, Inc. and awarded a contract to Hodgson Construction Company for constructing the improvements. Therefore, it is now appropriate to proceed with those previously conr:emp)at.ed construction administration services. Amendment No. 1 to the consultant agreement with IPD provides for the rendering of construction administration services. These services are required by staff during conscn~ction to assure that the project is built in conformance with the plans and specifications. These se::::-,ric~s are required in order for the City to comply with the provisions cf the JI1wlicipal Code and the $tace of Califc!:nia v;-,.ifct1"l: Building Code. Council approved t.he ini t ial agreement with Consolidated Engineering en July 26, 1993 (CMR 404:93), r-etai!l.ing their services for mat.erials testing and inspection on vario·J.:3 capital improvement projects. Services to be rendered pursuant to Amendment No. 1 wi 11 include the following: • Test the placement of aggrega~e base rock for minimum compaction. • Inspect and t.est the reinforcE?!d concrete for minimu!'i< compressive strength~ slump and proper placeroent. • Inspect the reinforcing steel for proper placeme:nt and minimum overla.p. • InspeGt the post-tensioned steel cables for proper placement and tensioning. • Inspect the masonry brick walls for proper placeT":".ent., and test the grO'llt. mortar for roinim\l.m c·orepressive sr.rength. • I-nspect. the construct..ion of pre-cast cor,c-rete and bri.;;k veneer architectural panels. • Inspect Lhe placement of structural steel including welding and conformance to fabrication details. Staff requests the Council~s authority to approve and issue change orders not to exceed $12,800 under the agre~ment with IFD and not to exce.ed $8 .1tlO under the agreement .... ith Consolidat.ed Engineering. This represents lS percent of the total financial commitment u.'1.der each of these amend~ents to agreements.
