have eM.ct~ t.he california Oil Recycling Enhan<:ement Act that
mandates the califorru.a Integrated Waste )!anagement Board ('Board')
to develop aDd implement an info~tion and ~ucatlon program for
the promotion of alternatives to lObe illegal diepoeal of used oil;
and
1iREREAS. as part of this statewide public ~u<:ation and
int"rmation campaign. the Board is o!Cering both block grants and
opportunity grants to local governments to.-the promol:ion of
existing used oil curbside collection programs p~~oject9~·} to
egcourage residents already served by cur~ide collection to make
.use of t.his part of California#s used oil collection infra
struetur~. and
WHEREAS. the Board has been delegated the ree~sibility
fQr the administration of the program within the state~ settIng up
necessary procedures g-overD.ing applicati!>D by cities and COUD.,ties
under tbe program; and
WHEREAS 1 the ·procedur~s eG~abli8hed by the soard require
the grant applicant to certify by resolution tbe approval of the
grant; applications to the State; and.
WHEREAS .. the City of Palo-Alto-will enter into-an agreement
with the State tor the developmeut of the Projects;
NOW~ THEREFORE.. the Council of the City of Palo ~to ~s
USOLVE as follows:
SECTION la The Council of the City of Palo ~to hGreby
authorizes the City of Palo Alto to submit one or more applications
to t.he california In,tegrated Waste Management. Board tot" a Fiscal
Year 19.9"4/95 Used Oil Recycling .alock Grant and a Fiscal Year
19.94/SS trsed ".oil Recycling Opportunity Grant. The City Manager .. or
ber designee l the Director of Public Works .. is hereby authori~ed
and empo~ered to execute in the name of the City of Palo Alto all
necessary applications .. contracts .. agreements and amendments hereto
for the purposes of securing grants funds a.."'ld to implement and
carry out the purposes specified in th~ grant application.
