At the December 1), 1991 City Councl meeting (CMR:613:9:J.), Council diretted staff to
impleinent a Graffiti Management Program (eMf?-The program approved by Council was
fa-an 18 month period, to be staff~by temporary employees and continue through June
of 1995. At the time Council approved the p<ogt.un, staff vns directed to retUrn wlthin one
y=: foe an updak of the p<ogram. Staff hod intended to return with an in.&epth report in
January; but due to the calendar of meeting> and associated ageod. items during that MOnth,

of the p<ogt.m to date, as well as recommendations. This will allow Ccuno1 time to make

This report is also intended to respond to questions raised during the public comment period

GMP is staffed with hourly employees. Under the City of Palo Alto compensation plan.
there is no provision foe cootinning hourly employees beyond 1.000 hours of employment
in any fiscal year. The two hourly employees, currently .. ,signed to the GMP. are nearing
the 1.000 hOW's, and have been given notification of their termination. Staff is currently
recruiting foe twO new hourly employees, who "" Jl be employed through the end of the IS
month period in June I99S. City staff will continue to respond to all graffiti calls or requests

directed staff of the Public Works Department and the Social and
Community Ser"lces Depa:z tment to implement a Graffiti ManageTnent:
Pr09ram.. alemente of t.he Program include the following:

A 24. hou~~ per day Graffiti Hotline that is available to
receive requests for graffiti removal information;
A .Hot.line Coordinator is a.vailable from 7:30 a.'!D. to 4:30
p.m..,. t.o answer the hot.line ... and process removal requests and
referrals t.o appropriate agencies and enter information to the
graffiti data base;
A graffiti removal persoo l with a dedicated van i wbo inspect~
and cleans up gr2ffiti; and .
A Volunteer Coordinator who Yill s-et up volunteer removal
activities and provide community outreach efforts.
The. Program. officially began on February 1. 1994. The Hotline has
been activated and the ~line coordinator, removal person and the
volunteer coordinator are in place.
Since the program inceptioo., Februa.ry 1994 through March 14-, 1994.
324 removal requests have been received: 128 from the Hot:line. and
the rest from employees working in the field. Work orders have
been ~ene~ated for 2)~ locationsi and 94 calls have ~en referred
to outside agencies or are on private property. Approximately one
third of all calls for graffiti r~moval are on property that does
not belong ~o the City.
'ReS}9-ents received initial program inforl%tation through a utility
bill insert. a press release was issu~ to local newspapers and a
parnphle~ in the final design stages is expected to be distributed
at City facilitIes and neighborhood associations~
