Funds are available to cover this requ~st in the Ger.eral Fund Budget Stabilizarion Reserve. Discussion Council appr'?ved Capital Improvement project No+ 19409 funding of $75.000 fer a third paramedic at:lbulance in the 1993-94 budget (CMF. 314:93). After reViewing four bids. two of which did not meet City 6pecifications~ the lowest responsible bidder was $78,875.00 plus $6,507.19 tax for a total of $a5~3e2.19. The specificat.ion includes two new provisions to meet new legal mandates tc comply wit.h "blood born pat.hogen" requirements for ambulances ~nd a dual battery/backup electrical system tor increased reliab.t 1 i ty. Existing ur.its have had electrical reliability {starting) problems. Staff attempted t~ find a unit within budgeted amounts. but was unable to do so. From experience with our eXisting equipment. the result will be a more reliable emeygency response vehicle. shorter maintenance and out of service times .. fewer electl."ical and brake problems. increased revenue due to less out of service times. and better customer serJice. Recommendation Staff recommends that Council approve the attached Budget Amendment Ordinar.i.ce ineI'easing the funds available in the General F-und Budget stabilization Reserve by $10,-400.00 for the purchase of the third paramedic ambulance. ORDINANCE OF '!'HE COUNCIL OF THE CIT'i OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1993-9' TO PROVIDE AN ADDITIONAL APPROPRIATION FOR CAPITAL IIIPROVEMENT PROJECT 19409. ·PARAMEDIC AMBULANCE u WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto~ the council on June 21, 1993 did adopt a budget for fiscal year 1993-91; and WHEREAS, funding Paramedic Ambulance, process; and for Capital Improvement project (CIP) 19409, was appropriated in the 1993-94 budget WHEREAS, the lo ..... est for the ambulance was amount; and bid received that meets the qualifications $85,400, or $10,400 above the budgeted WHEREAS, additional funding of $10,400 is required to purchase the paramedic ambulance; NOW, THEREFORE, the council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The su~ of Ten Thousand Four Hundred Dollars ($10#400) is hereby appropriateJ to CIP 19409, ·Paramedic Al:1bulance-, and the Budget Stabili2:ation Reserve is correspondif1qly I'"educed~ SECTIvN 2. This transaction will Stabilization Reserve from $11,324#770 to November 22# 1993. reduce the $11,314~J70 Budget as of SECTION 3. ~s specified in Section 2.28.0aO(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. The Council of T.he city of Palo Alto hereby finds that the enactment of this ordinance is not a project under the California Environmental Qualit~· Act and~ therefore, no environmen­ tal i~act assessment is necessary.
