'1'his informational repOt-t is to provide a brief update on the
status of the I'/astewatel.-Reclamation Program, specifically with
respect to potential users and projects. No action by the
Comrllissioners is l.-equired. Staff will keep comrrlissioners infol:med
as the Program progresses.
Reclamation Program consists of many elements that will lead to
decision on the implerflentation of the reclaimed water storage
delivery system. These elements include:
o Economics and Rate Impacts
o Wastewater and W~ter Policies
o Re"claimed Nater Harket Development
o Potable Natet-Contl."act Development
o Environmental Impacts
Many of these elements need to be resolved concurrently. as they
an' interrelated and their outcomes affect each other. The process

of untangling these elemente is laden with many unknowns and uncer..;
tainties. ouch as perv,dt appeal and requirelnentl3. i3ecause of the
complexity of the pl.-ocess. the Program was structured to be
flexible. As the Progt.-am develops, appropriate adjustments need to
be made. Staff is monitorin9 the various factors that may affect
the co~rse of action under the Pr09l"am.
1 ~ Current position of the primary potential users --The Program
has fOUl; major pot-ential users: Stanford Univcrsity~ and the
cit.ies of Mmmtain View~ Palo Alto, and Menlo Park.
o Recently( Stanford University officials have confirmed

increased potent ial and interest in reclaimed water use,
e~pecially if the wind tunnel project is awarded to NASA
ANf';S, The City of Mountain View is currently reviewing
the liot-tel .. -of Intent,
o "the Ci.ty of Palo Alto Utilities Department has ccmpleted
its review of the Letter of Intent and is ready to sign.
o The City of l-~enl0 Park l'equested inclusion in the Program
and has budgeted money in future yean~ for reclaimed
v.atel' projects within the City of Menlo Pal'k, in
ilot-icipation that the Reclamation Program, may be ap
proved. The City of Menlo Park has completed its review
of the I.etter of Intent and is re-ady to sign.

main to Stanford University. Project a COllsists of the main to
Mountaill View, Project C consists of the main to Neolo Pal"k,
and Project 0 extends the main to Mount.lin View into the
central area of Mountain View. The pl"oJects will be renamed
to clarify identity.

Condition of the existing ~:eclaimed water pipe lo Shoreline -
The existing pipeline to Shoreline transport.s reclaimeri water
to Shoreline Golf. I~inka, Greel" Park. City of Palo Alto MSC,
and two reclaimed water fill stat ions. This pipeline was
originally built -;'0 1976 by the Santa Clara Valley Water
Dietl'ict for an experimental project, The pipeline was built
of very light weight, thin-wall PVC to reduce CQst.
The pipeline has failed several times dUl"ing the past few
years. Repairs to the pipeline have been incrc(lsingly more
difficult since the pipe is within the protect.cd ma:l:"sh area,

Entries to the marsh area to attempt l-epah-of the pipe
resulted in unavoidable damages to the marsh. It is antici
'pated that the pipe needs to be ::eplaccd in the neal" future.
Project B, if built r will automatically replace the existing
reclaimed ,.,oater pipe to Shorel ine and wi II avoid Lhe l-e
pair/replacement cost associated with the exi_sting pipe.

Based on the three factors listed above, staff will closely :r~oni.tQl·
future developments, especially Proj.ect B vs. the (-'(>ath! 11 main.
Prior to reconlmcndations on the project. staff will update the
project cost estimates r obtain I .. ctt('!l'S of Intent to [i}:m up l"eUSe
requi:t_'ements, and revise the Financial Repv~:t as needed. At
present, no adju9t!ilcnt to the Program actions is needed.
