This report requests that Council &ward a contract iu thJ! amount of
$142.736.00 to Arnel.-iean Gas & Technology. Inc. of San Jose for
converting 31 gasoline powered vehicles to run on natural gas.. In
addition, staff l'ecommende that Council authorize the City Manager
or her designee to execute one 01.' more change or-del."s to the
contract ~"ith .American Gas & Technology. Inc. for additional
related, but unforeseen work. The value of these change Ordel"O
shall not exceed $1'/ r 128.00. Funds for this pl."oject aloe available
in the FY 1993-94 ($130,551.32) and FY 1994·95 ($29,313,00) Capital
Impxoveme.nt Program Budget for NGV Conversions, CIP #34203.
The City presently has four NGV's that have successfullY operated
on compressed natural gaB (eNG) for approximately one year.
Additionally. the City has constructed an NGV fuel in:J station at
the Municipal Service Center (MSC) (CMR:38S:93). Dm,-ing F'Y 1993-94
and FY 1994-95, the City has budgeted to convert approximately SO
vehicles each year to operate .on CNG.
Project DeEcription
The ,proposed p~ject ,,,ill convert 31 gasoline powered vehicles to
run on natu::r'al 9"8 or gasoline. These conversions will reduce air
pollution emiesions and allow the City to take advantage of the
lower commOdity costs associated with natural gas.
Bid EvaluatiQllil
The project was sent out to 13 bidders, Bids were l:.'eceived from
t,,'o bidders on June 7, 1994 as indicated on the attached bid
f3;Ummal'y. The bids ranged fl'om a low of $142,736.00 to a high of

$1'11 1 049,00. Only two bids were received due to the time
constraints required to have the vehicles converted pr"ior to the
August 3, 1994 deadline imposed by PG&E to receive rebates.
The .lowest responsible bidder was American Gas & Technology. Inc.
of San Jooe. Staff finds the low bidder to be qualified to perform
the work.

Environmental Quality Act and. therefore. no environmental impact
assessment is necessary.

Staff recommends that Council:
1. Authorize the Hayor to execute a contract with American Gas &
Technology, Inc. in the amount of $142,736.00 for the NGV
Conversion Project; and
2. Authorize the City Nanager or her designee to negotiate and
execute one or more change orders to the contl'act with
Amorican Gas & Technology, Inc. the value of these change
orders shall not exceed $17.128,00.
