This report re.quests Council approval of recreation proqran
contracts which ~re revenue producing ~nd generate a p~ofit to the
City. Prog,r.ams continue to expand as participation increases,
Although staff continues to investigat.e tho market in the rroid
peninsula area, staff is aware of no other persons 01' gl"OUPS with
the specialized skills and knowledge to provide the!'>e specific
services. Approval is also requested of the annual Palo Alt.o
Unified School District contract for use ot school facilities to
conduct recreation programs.

The Recreation Division utilizes a number of contrac:tors \I'ho
provide a variety of service and programs for the com:r.'lunity, Fees
for these programs are reviewed and approved by the city Council.
Should registrations for any of these programs fall short of thn
minimum required enrollment, the activity will be cancoled. Any
.fee collected for canceled activities will be returned to
registrants, with no payment to the contractor. Those contracts
Which require council approval are listed below:
1. Art David -$35,000 -Palo Alto Umpires Association
Art; David schedules and compensates all the umpires and
officials for the adult basketball and softball leagues that
play year-round. Team registration fees cover the costs of
the officialS and umpires, During the year, 171 teams
register to play in City leagues. Annual revenues to the City
in this program exceed $65,000.
2. John Whitlinger -$35,000 -John Whitlin~er Tennis
John Whitlinqer Tennis provides and compensates instructors
for tennis classes conducted throughout the year. The
estimated ~nnual number of class registrants is 800. Annual
revenues to the City in this program exceed $40,000.

3. Neil Berquist -$37 1 000 -Gymnastics Wast
Neil Bel'quist provides and compensates instructors for
gymnastics and rslated classes conducted during the year.
This proqram,nas grown in recent years. Program participants
are, expected to exceed 750 during 1994-95. Annual revenues to
the cit'y in excess of $45,000 are ant.icipated for 1994-95.
4. Palo Alto Unified School District -$25,100 -Facility Rental
This, agreement provides for the city's rental of District
facilities to conduct city recreation programt>. 'rho
Recreation Division uses Palo i\lto Unified School District
facilities year-round for programs which include youth and
adult sports, gym programs and s~ecial classes. This
a9r~ement includes rental of the Gunn, J. L. Stanford and
Jordan swim pools for summer pro9rarrls and gymnasiums at Gunn,
J. L. stanford, Jordan and Palo Alto for youth and adult
sports.
Adoption of the attached contr~,cts is not subject to the Cal i fornia
Envil:onmental Qualit.}' Act (CEQA) under section 15061 (b) (3) of. the
CEQA Guidelines.
