As instr-ucted by the city Cour.cil, tl'"Je Recreatien~ Open Space and
ScieTJc~s Divisicn has conducted a resident survey of the neighbor
hoods surrounding the Terman ce~ter. The survey's inte~t is to
assess the community's recreational needs and how these needs could
be met by use of the Terman Center facility.
A community meeting has been set for 7:00 p.m., November 18, 1993
at the Terman Center Library Heeting Room. A representative from
satellite Research Network will be there to explain the findings of
the survey~ The policy and Services Committee of the city Council
will receive a report recommending a plan for use of the Terman
Center at their De~ember 7~ 1993 meeting.
Attached is the executive &U!Mlary from the survey vendor, Satellite
Research Network. Additional data~ community comments captured on
audio eaps, is still being precessed. Copies o£ the complete
report are aVailable from Community services Administrative
Offices, 329-2239.

lower number tnan eXpe<"led, which was atltibuted to
two primary reaS()J1S; First, the survey focused on 11
very spedH~ 5ubject, rccreationai services, So only
those with an interest in this subject responded; and
5econd, the target population contained a high
percentage of both renters and recent arrivals to the
city. Traditionally these groups have had les~
involvement with rec:ceatiol\al programs.
Nevertheless, there were sufficient response . ., from
both districts to give valid projection!' frottl the
results.
In reviewing the tesults of this survey it is
important to keE1' in mind that this is a "Coo\munity
Survey," designed 10 prtlvide ail. index of citiz.en
opinions. As mentioned above, a letter from the
Department of Community Servi.;es ,nvited every
residen' to p~rticipatt? Those residents who wished
to particip.lte in the survey picked up th,,·ir phones
and called; those who do not care 10 participate did
no,' <:al1, Thus this survey, as wen as ~ny community
survey done by any methodology. su(Cers [rom a

The first questions dealt with citizen
participation In the City of PaJo Alto's recreation
programs during the past year. J'igure 1 s.iJows that
paI'ticipation among those who responded was
relatively high, 51 % in Ventura ilhd 71 % in Barron
Park. Member!i of partidpating households tended t.o
partiCipate in more than one program. the moue
being 4 for Barron Park and 3 for Ventura. Those
who parUcipated took pari in a wide varietj' of
programs, Junior Museum, sports, Opt"fi space
programs and Stern Theater were popular in both
communities, although there were some differences
in the use profiIe& (Figure le). Both communities
gave the City's programs high marks for quality,
Ventura "8u'l and Barron Park "76", on a scale of

Both Ve-ntura and Barron Park respondfmls held a
high opinion of the Terman Jewish Community
Center programs, rating them "good" I"very good" at
"69" and "84"respectively.
Community Re(tt'ational lntetests
An importanf part of the survey asked
respondents about the recreational interests of the
households by age group: presch",>!, preleen (7 to U),
teen (13 10 18), _dull (19 1059) and senior (ove,' 60),
The survey qUf?5tions elicited a list of recreational
preferences lor each group.
Activities for preschoolers wceivcd fhe lowest
Jeveo} of response, with only 4% of the Ventura
re5pondents and 15% of the Uarron Park residents
indicating they had preschoolers interestpd in
participating ill recreational programs (Figure 5). The
interest profiles 01 the two communities were
somewhat different, however. Among those who
did rE>spond, gym oriented activities, and nlusic were
the more popular suggeslions.

was somewhat higher. 15% and 26% (or Ventllra .lnd
Ban.'on J>ark re.,pectively (Figure 6>. Arts and craIls,
other miscellaneous classes, SOGer, and oth('r
mis('ellaneous sport6 led the interest list. Th ....
intere5t profiles of the two communities were again
quite different (Figure 6c). The two communiliE"S
were also divided on the choice of an optimal time
for preteen events, with Barron Park respondenls
preJe-rring weekday afternoons, and Ventura
respondents preferring Saturday mornings.
Figure 7 shows that intE'rest in tet.'n progmms
is also relatively low. Only 9% of Ventura
respondehts and ]7% of Barron Park re~plllldenis
all.'iwercd positively. Again. the two neighborhoods
selected diHetent "limes vf choice" lor the ac(iviti(~s,
