This report requests that Council approve the attacbed resolution
aut-horizing staff to submit an appl ication packet for a nO:1-
::iiscr;;,tionary grant from the State of California's Household
Hazardous Waste {HHW) Grant Program.
Background
Since FY 1989-90, the California Integrated Waste Management Board
(C!Jr.'"MB) haE' adlr.inistered a grant progra.m for HEW Management
programs run by local gove~~ent agencies~ The non-discretionary
grants reimburse program sponsers for a portion of the sponsoring
agency's expenses incurred during the previous year's HHW programs
and do not commit the sponsors to any future actions or programs.
Staff has previously submitted applications for the time period FY
89-90 through FY 91-92 to the CIWMB for non-discretionary grants~
and the City has received a total of $28,424 in grant monies. The
CIWMB requires that the grant application include a resolution from
the sponsoring agency~ B goverrd.ng body authorizing submittal of the
application and deSignating an individual to execute the necessary
applicatior'ls~
Discussion
The attached resolution authorizes: the submittal of the grant
application packet and designates the City Manager or the Assistant
City Manager to execute the application to secure grant funds.
This grant will reimburse the City for a portion of the expenses
inCJrred during FY 92-93 for the operation of the HHW collection
program. Allocation of funding is based on a number of factors
including the number of grant applicants. expenses incurred and the
population of the sponsor's jurisdi.ctions. No commitment of future
City resources are involved in this grant, as the non-disc:retionar-.f
gra.'1.ts are reimbursements for expenses incurred during the previo'.ls
fiscal year.

as follows:
The City Council hereby authorizes and directs City staff
to submit ~ application to the California Integrated Waste
Management Board for a household hazardous waste grant. The City
Manager and the Assistant City Manager at the City are hereby also
authorized and empowered to execute in the IiaJJ\e of the City a.ll
necessary applications~ caotracts~ agreements, req~ests for
payment, documents and any amendments thereto for the purposes of
securing the grant :funds and implementing and carrying out the
purposes specified in the grant application.
